Site Manager / Construction Manager (Power Generation) Dubai, UAE

Location: Dubai, UAE Project Type: Confidential power generation IPP project Contract Type: Project-based assignment For a power generation IPP project in Dubai, UAE, we are mobilizing an Owner’s Engineer team to support EPC design review, construction supervision, site inspection, testing, commissioning, COD readiness, and warranty-period follow-up. We are looking for experienced professionals with strong EPC, Owner’s Engineer, consultant-side, power generation, utilities, waste-to-energy, biogas, landfill gas, thermal power, or industrial project experience. Job Description We are looking for a Site Manager / Construction Manager to lead the Owner’s Engineer site team for a confidential power generation IPP project in Dubai. The role will oversee EPC construction activities, site supervision, contractor coordination, discipline interfaces, QA/QC, HSE, progress monitoring, commissioning readiness, punch list management, and project close-out. Key Responsibilities Include • Lead the multidisciplinary Owner’s Engineer site supervision team. • Act as the main site interface with the client, EPC Contractor, subcontractors, and project stakeholders. • Monitor construction, erection, installation, inspection, testing, and commissioning activities. • Ensure works are executed in accordance with EPC Contract requirements, approved drawings, specifications, codes, standards, and industry best practices. • Review EPC Contractor site management plans, staffing plans, QA/QC procedures, HSE plans, method statements, and progress reports. • Chair or attend site meetings covering progress, quality, safety, design, interfaces, commissioning, and testing. • Monitor schedule progress, delays, risks, deviations, and corrective actions. • Coordinate punch list management, handover readiness, commissioning support, and COD preparation. • Support review of payment milestones, change orders, claims, and potential delay-related matters. • Prepare and review site reports, weekly progress reports, monthly reports, and technical recommendations. Qualifications • Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or related discipline. • Minimum 15 years of experience in construction management or site management. • Strong experience in power generation, utilities, waste-to-energy, biogas, landfill gas, thermal power, or industrial EPC projects. • Previous Owner’s Engineer or consultant-side supervision experience is preferred. • Strong knowledge of EPC construction, QA/QC, HSE, commissioning interfaces, contractor management, and reporting. • Excellent leadership, communication, coordination, and problem-solving skills. • UAE / GCC project experience is an advantage.
