As part of our UAE market-entry and growth strategy, we are seeking an experienced and results-driven Business Development Manager to build qualified opportunities, develop strategic client relationships, and convert the company’s capabilities into sustainable business. Role Purpose The Business Development Manager will be responsible for developing ECD Vision’s commercial presence in the UAE, with particular focus on the Oil & Gas, EPC, Energy, Electrical, Industrial, and Oilfield Services sectors. This is a hands-on business development position. The successful candidate must be capable of identifying target accounts, opening new relationships, securing client meetings, progressing vendor registrations, generating RFQs and tenders, and supporting opportunities through negotiation and contract award. Key Responsibilities • Develop and execute ECD Vision’s UAE business development and market-entry plan. • Identify and prioritise operators, EPC contractors, drilling contractors, oilfield service companies, utilities, industrial clients, and strategic partners. • Establish professional relationships with procurement, supply-chain, contracts, operations, project, and senior management stakeholders. • Generate qualified leads, client meetings, RFQs, tenders, framework opportunities, and subcontracting packages. • Lead or coordinate vendor registration, prequalification, supplier onboarding, and client qualification activities. • Maintain an accurate business development pipeline from initial lead through qualification, proposal, negotiation, and award. • Prepare account plans and engagement strategies for priority UAE clients. • Coordinate with technical, commercial, procurement, operations, finance, and management teams when preparing proposals and quotations. • Review opportunity requirements and support structured Go / No-Go decisions. • Participate in pre-bid meetings, technical and commercial clarification meetings, presentations, and negotiations. • Follow up submitted quotations and maintain clear records of actions, commitments, and next steps. • Identify suitable local partners, specialist subcontractors, manufacturers, and service providers. • Monitor UAE market activity, upcoming projects, competitor positioning, and client procurement plans. • Provide weekly and monthly reports covering client meetings, registrations, RFQs, quotations, pipeline value, probability, expected award dates, and required management actions. • Ensure that no delivery, price, capability, or schedule commitment is made without internal confirmation and approval. • Conduct all business development activities ethically, professionally, and in accordance with company policies and applicable UAE requirements. Commercial Focus Areas The role may cover opportunities within the following areas: • EPC and electrical construction • Power and utility-related works • Oilfield and well-intervention support services • Wireline and cased-hole support • Mud logging and associated technical services • Technical manpower and specialist personnel • Equipment rental and operational support • Testing, inspection, commissioning, and maintenance support • Oil & Gas technical equipment and spare-parts supply • Construction and industrial subcontracting packages Candidate Requirements • Bachelor’s degree in Engineering, Business Administration, Commercial Management, or a relevant discipline. • Minimum of eight years of relevant business development, sales, account-management, or commercial experience in Oil & Gas, EPC, Energy, Engineering, Industrial Services, or Oilfield Services. • Strong and demonstrable experience in the UAE or wider GCC market. • Proven ability to generate qualified opportunities and develop business with operators, EPC contractors, service companies, or industrial clients. • Practical knowledge of vendor registration, prequalification, RFQs, tenders, commercial proposals, and contract negotiations. • Familiarity with major UAE procurement environments and online procurement platforms. • Knowledge of the ADNOC and UAE EPC contractor ecosystem is highly desirable. • Understanding of ICV, supplier onboarding, SAP Ariba, or similar procurement systems is an advantage. • Strong commercial judgement and the ability to assess opportunity quality, margin, risk, and probability of award. • Ability to communicate technical and commercial capabilities clearly to clients. • Professional English communication, presentation, and negotiation skills. • Arabic-language capability is an advantage for this client-facing role. • UAE driving licence is preferred. • Willingness and ability to travel regularly across the UAE. • High standards of confidentiality, integrity, accountability, and professional conduct. Preferred Candidate Profile The preferred candidate will have: • An established and relevant UAE Oil & Gas or EPC network. • Evidence of successfully generating RFQs, tender invitations, framework opportunities, contracts, or purchase orders. • Experience developing a new company, division, service line, or market presence. • Strong relationships with procurement, contracts, project, operations, or executive decision-makers. • A structured, measurable, and disciplined approach to pipeline management. • The ability to operate independently while coordinating effectively with the Managing Director and internal departments. Performance Measures Performance will be evaluated through measurable business-development outcomes, including: • Qualified target accounts developed • Meaningful client meetings completed • Vendor registrations and prequalifications progressed • RFQs and tender invitations received • Qualified opportunity pipeline generated • Proposals and quotations submitted • Opportunity conversion and win rate • Contracts and purchase orders awarded • Revenue and gross-margin contribution • Quality and accuracy of pipeline reporting • Development of strategic client and partner relationships Specific targets will be agreed during onboarding and reviewed regularly.
