Role Purpose The Business Development Manager will be responsible for building a qualified pipeline and securing profitable building and civil construction projects in the UAE. The role requires a commercially strong sales professional who understands the civil contracting cycle, has credible relationships across the Dubai construction market, and can convert opportunities from initial lead through prequalification, tender and contract award. Key Responsibilities • Develop and execute a focused business development plan for building and civil contracting opportunities in Dubai and the wider UAE. • Identify and qualify upcoming projects through relationships with developers, asset owners, consultants, project management firms and other relevant decision-makers. • Build and maintain an active pipeline, clearly recording the project value, stage, decision-makers, competition, probability of award and next action. • Create direct access to key stakeholders and position the company early, before projects reach the open-tender stage wherever possible. • Lead client meetings, capability presentations, expressions of interest, prequalification submissions and follow-up activities. • Secure registrations on relevant client, consultant and tender databases and keep all prequalification credentials current. • Conduct disciplined go/no-go assessments based on strategic fit, delivery capacity, expected margin, payment risk, competition and probability of success. • Work closely with Estimation, Contracts, Operations and Finance to develop competitive and commercially viable proposals. This role is expected to drive the opportunity; it is not a tender-coordination role. • Support commercial negotiations, clarify client requirements and coordinate internal approvals through to letter of award and contract signing. • Monitor market activity, competitor positioning, construction trends and upcoming project announcements, and translate the intelligence into specific sales actions. • Ensure a structured handover of awarded projects to the delivery team, including commitments made, commercial assumptions, client expectations and key risks. • Submit accurate weekly pipeline updates, monthly forecasts and management reports, with clear ownership of agreed actions and timelines. Candidate Profile: • Minimum 8 years of business development or sales experience, including at least 5 years within the UAE civil or building contracting industry. • Demonstrated record of independently originating, developing and converting construction opportunities into awarded contracts. • Established network with developers, consultants, project management firms and key construction-sector decision-makers in Dubai and the UAE. • Sound understanding of prequalification, tendering, estimation interfaces, commercial negotiations, contract award and project handover. • Bachelor's degree in Civil Engineering, Construction Management, Business or a related discipline. A civil engineering background is preferred. • Strong prospecting, relationship-building, presentation and negotiation capability, with the confidence to engage senior decision-makers. • Commercial judgement: able to distinguish a viable, profitable opportunity from low-probability or high-risk business.
