Quantity Surveyor - Procurement

Location: Dubai / UAE Employer: Leading Real Estate Developer / Tier-1 Main Contractor (Confidential) Type: Full-Time We are actively recruiting a highly skilled Procurement Manager / Senior Pre-Contract Quantity Surveyor on behalf of a prominent real estate organization in the UAE. This role is ideal for a strategic procurement professional with deep expertise in managing end-to-end tendering processes for landmark residential, commercial, and mixed-use developments. Key Responsibilities • Full Cycle Procurement: Manage complete pre-contract procurement for main contracts, consultancy services, enabling works, nominated subcontracts (glazing, joinery, MEP, finishes), and direct material packages. • Tender Management & Documentation: Prepare, validate, and issue robust tender packages (BOQs, drawings, specs, commercial terms). Coordinate tender floats, clear bidder RFIs, and ensure timely submissions. • Commercial & Technical Evaluation: Conduct detailed tender reviews, verify quantity take-offs against drawings/BOQs, and prepare comprehensive bid comparison reports benchmarked against project budgets. • Negotiation & Award: Lead commercial negotiations to secure optimal value without compromising quality. Draft LOAs, Consultancy Agreements, Letters of Nomination, and Purchase Orders. • Vendor & Cost Optimization: Prequalify new contractors/suppliers, maintain procurement tracking registers, and actively identify value engineering and cost-saving opportunities. Candidate Qualifications & Requirements • Experience: 5–7+ years of UAE experience in pre-contract procurement or quantity surveying with a reputable Developer or Main Contractor. • Project Track Record: Hands-on tendering experience across high-rise/mid-rise residential, commercial, villa developments, and master-planned communities. • Technical Mastery: Strong pre-contract QS background—proficient in quantity take-offs, cost estimation, contract documents, BOQs, and commercial evaluation. • Key Skills: Superior negotiation capabilities, deep knowledge of local market dynamics, vendor management, and strict schedule adherence. • Education: Bachelor’s Degree or Diploma in Civil Engineering.
