Head of Business Development – Staffing & Workforce Solutions Location: Dubai, United Arab Emirates About the Company Our client is a leading workforce solutions and staffing organization providing end-to-end talent solutions across the country and the wider GCC. The company partners with organizations across multiple industries, delivering permanent recruitment, contract staffing, workforce outsourcing, payroll management, Emiratisation support, and HR solutions. Role Purpose The Head of Business Development will lead the commercial growth strategy of the organization by driving new client acquisition, expanding strategic accounts, and developing long-term partnerships across the region. This role is responsible for identifying new business opportunities, increasing market share, and positioning the company as a preferred workforce solutions partner across permanent recruitment, staffing, outsourcing, payroll, and managed workforce services. The successful candidate will be a highly connected sales leader with an established network of corporate decision-makers and a proven track record of generating significant revenue within the staffing, recruitment, outsourcing, or HR services industry. Key Responsibilities Business Development & Sales • Develop and execute the company's business development strategy across the country. • Drive new client acquisition through direct sales, networking, referrals, and strategic partnerships. • Build and manage a healthy pipeline of opportunities across multiple industry sectors. • Identify opportunities for staffing, permanent recruitment, outsourcing, payroll management, and workforce solutions. • Lead the complete sales lifecycle from prospecting through contract negotiation and account onboarding. • Achieve and exceed annual revenue, profitability, and client acquisition targets. Client Relationship Management • Build long-term relationships with C-level executives, HR Directors, Procurement Heads, and business leaders. • Act as a trusted advisor on workforce planning and talent acquisition strategies. • Expand existing accounts through cross-selling and upselling additional workforce solutions. • Ensure high levels of customer satisfaction and long-term client retention. Market Intelligence • Monitor recruitment trends, competitor activity, industry developments, and emerging market opportunities. • Identify new verticals and geographic markets for expansion. • Recommend innovative service offerings aligned with evolving client requirements. Leadership • Lead, coach, and mentor the Business Development team. • Establish sales KPIs, reporting dashboards, and pipeline management processes. • Work closely with recruitment delivery teams to ensure seamless execution of client requirements. • Collaborate with marketing on campaigns, events, and employer branding initiatives. Commercial Management • Prepare commercial proposals, RFP responses, presentations, and pricing strategies. • Negotiate service agreements and commercial contracts. • Ensure healthy margins while maintaining competitiveness. • Provide accurate sales forecasting and regular business performance reports to senior management. Experience • 12–18 years of experience in business development within staffing, recruitment, outsourcing, or workforce solutions. • Minimum 5 years in a leadership role. • Strong network across corporate organizations. • Demonstrated success in consistently achieving and exceeding revenue targets. • Experience managing enterprise and key accounts across multiple industries. • Strong understanding of recruitment, staffing, and outsourcing market.
