Job Description Dubai Legal Affairs Department ("the Department") seeks to attract qualified and talented professionals in the field of Human Resources to join the Human Resources Section and contribute to the effective execution of its roles and responsibilities, in accordance with the approved policies, regulations, and procedures. Job Purpose: The Assistant Human Resources Department Manager is responsible for supporting the Department Manager in planning and overseeing the implementation of all human resources operations, ensuring alignment with the Authority’s approved regulations, decisions, policies, and best practices in human capital management. The role also contributes to the development of initiatives and programs related to recruitment, performance management, career development, succession planning, Emiratization, employee experience, and HR digital transformation, as well as preparing analytical studies and reports that support decision-making and enhance the achievement of the Authority’s strategic objectives. Key Responsibilities: • Contribute to the preparation and implementation of operational plans and strategic initiatives for the Human Resources Department to support the achievement of the Authority’s objectives. • Contribute to the development, review, and enhancement of the Human Resources Department’s Key Performance Indicators (KPIs); monitor and analyze results on a regular basis; propose and implement improvement plans and recommendations to enhance performance and achieve targets; and ensure that the team updates KPI data and results in the approved systems. • Oversee the periodic review, development, and updating of Human Resources Department processes and procedures to ensure alignment with international best practices, improve operational efficiency, enhance service quality, and support continuous improvement. • Support talent attraction and retention efforts and manage procedures related to recruitment, promotion, transfer, and termination of employment. • Oversee the implementation of the performance management framework through the Smart Path system, monitor all stages of the performance cycle, provide guidance and support to organizational units, ensure compliance with approved timelines and procedures, and prepare reports and recommendations to enhance the effectiveness of the framework and improve performance outcomes. • Contribute to the development and implementation of succession planning, workforce replacement planning, and talent management initiatives. • Provide recommendations and proposals to enhance Emiratization programs and initiatives, contribute to their implementation, and monitor results to ensure the achievement of Emiratization targets and alignment with the relevant Dubai Government directives. • Support HR digital transformation projects and the development of smart systems and services. • Analyze employee happiness and employee experience survey results, prepare reports and recommendations, and coordinate with organizational units to implement initiatives and improvement actions that enhance employee happiness, improve the work environment, and increase satisfaction and employee engagement levels. • Prepare and manage the Human Capital Standard file within the Dubai Government Excellence Program, coordinate with relevant organizational units to fulfill standard requirements, provide recommendations, monitor the implementation of improvement initiatives, and measure their impact to enhance the Authority’s results in the program and promote a culture of organizational excellence. • Prepare and submit periodic reports to senior management regarding the performance of the Human Resources Department and its KPIs. • Support the Department Manager in managing HR-related strategic projects and initiatives. • Perform any other duties as assigned. Qualifications • Bachelor’s degree in Human Resources Management, Business Administration, or a related field. • Minimum of 10 years of professional experience in Human Resources, including supervisory experience.
