Quality Engineer – Soil and Geotechnical Materials Laboratories

Job Objective: Ensure the effective implementation of the laboratory Quality Management System in accordance with ISO/IEC 17025, verify the quality and accuracy of laboratory and field testing, monitor personnel competency and equipment performance, and ensure compliance with Saudi Accreditation Center (SAAC) requirements to obtain and maintain accreditation. Key Responsibilities: • Quality Management System: Implement and maintain the Quality Management System in accordance with ISO/IEC 17025, including quality procedures, documentation, records, and performance indicators. • Testing Quality Control: Verify that laboratory and field tests comply with applicable standards, including ASTM, AASHTO, BS, and SBC, and review the accuracy of test results, data, and calculations. • Quality Assurance Activities: Monitor internal quality control, proficiency testing, and interlaboratory comparisons, as applicable. • Equipment and Calibration: Monitor equipment calibration, verification, and maintenance, ensuring equipment remains suitable for its intended use. • Audits and Nonconformities: Conduct and follow up on internal audits, investigate root causes of nonconformities, and monitor corrective actions to ensure their effectiveness. • Accreditation and Compliance: Prepare accreditation documentation for the Saudi Accreditation Center (SAAC), coordinate assessments, address findings, and monitor the approved scope of accreditation. • Personnel Competency and Safety: Train laboratory personnel, assess their competency, and ensure compliance with quality procedures and occupational health and safety requirements. • Reports and Records: Review testing records and technical reports to ensure completeness, accuracy, traceability, and confidentiality, and follow up on quality-related complaints and risks. Educational Qualifications: • Bachelor's degree in civil engineering, Geotechnical Engineering, or a related engineering discipline. • Additional training in quality management, ISO/IEC 17025, and internal auditing is preferred. • Required Experience • Experience in soil, geotechnical, or construction materials testing laboratories. • Experience implementing quality management systems and preparing procedures and records. • Knowledge of laboratory accreditation requirements, auditing, and nonconformity management. • Previous experience preparing laboratories for accreditation by the Saudi Accreditation Center is preferred. Skills and Competencies: • Good knowledge of ISO/IEC 17025 requirements and relevant testing standards for soil and geotechnical materials. • Familiarity with soil testing methods, including particle size distribution, Atterberg limits, compaction, density, soil bearing capacity, and shear strength tests. • Ability to prepare technical reports, analyze problems, and follow up on corrective actions. • Proficiency in Microsoft Word and Excel, with strong communication, organizational, and training skills. Additional Requirements: • Compliance with applicable regulations in Saudi Arabia and confidentiality and impartiality requirements. • Willingness to visit work sites and monitor field testing activities as required.
