Job Title: Government Business Development Executive (UAE Nationals) Location: Dubai, UAE Employment Type: Full-Time, Onsite Reporting to: Entrepreneur in Residence About noon We’re building an ecosystem of digital products and services that power everyday life across the Middle East—fast, scalable, and deeply customer-centric. Our mission is to deliver to every door every day. We want to redefine what technology can do in this region, and we’re looking for Government Business Development Executive who can help us move even faster. noon’s mission: Every door, every day. We're building Noon Business, a B2B marketplace that helps organizations buy their recurring supplies faster, cheaper, and with better control. Think of it as Noon's consumer engine applied to institutional procurement. Today, public-sector buying is slow and fragmented: supplier registration on multiple portals, tender cycles for routine items, manual approvals, and weak visibility of spend across departments. We're solving that with a single platform where government entities can compare multiple sellers, get the best price, receive compliant VAT invoices, and set up team controls (multi-user access, approvals, budgets), delivered reliably through Noon's existing fulfilment and last-mile network. What you'll do The Government Business Development Executive will lead the expansion of Noon Business into the UAE public sector, establishing Noon as a trusted and approved supplier to federal, Dubai, and Abu Dhabi government entities. The role will focus on securing strategic government accounts, building relationships with ministries, authorities, and government-related entities, and driving the adoption of Noon Business as a preferred procurement partner. This is a 0-to-1 opportunity to build and scale Noon Business's public sector presence, taking ownership of the end-to-end government sales cycle, from supplier registration and tender participation to framework agreements and catalogue-based purchasing solutions. Working closely with Product, Operations, Legal, and Category teams, you will help shape the public sector go-to-market strategy, develop scalable procurement processes, and unlock new revenue opportunities in a significant market with an estimated AED 300 billion procurement opportunity. Key Responsibilities • Build and develop the public-sector sales pipeline: Identify and pursue opportunities across federal ministries, Dubai and Abu Dhabi government departments, free-zone authorities, and government-related entities to establish Noon Business as a preferred procurement partner. • Manage government supplier registration: Lead supplier registration and pre-qualification processes across relevant federal and local government procurement platforms, ensuring all registrations, documentation, and approvals remain valid and up to date. • Identify and prioritize business opportunities: Assess government procurement needs across office supplies, IT equipment, pantry, janitorial, and facilities-related categories. Prioritize target accounts based on purchasing potential, recurring demand, procurement models, and readiness to onboard. • Drive end-to-end tender and RFQ management: Identify and qualify relevant opportunities, coordinate proposals and bid submissions with Category and Legal teams, develop competitive pricing strategies, and manage the sales process through to contract award and closure. • Develop strategic government relationships: Build and maintain strong relationships with procurement leaders, finance and administration heads, and key decision-makers across government entities. Represent Noon Business at relevant supplier forums, industry events, and government procurement engagements. • Translate public-sector requirements into business solutions: Partner with Product, Operations, Legal, and Category teams to address government-specific requirements, including approval workflows, budget controls, invoicing formats, In-Country Value (ICV), Emiratization reporting, and delivery service-level agreements (SLAs). • Develop and optimize the public-sector sales model: Test and refine catalogue structures, pricing strategies, and buyer onboarding processes. Document successful approaches, best practices, and lessons learned to establish a scalable public-sector sales playbook. What success looks like First 90 Days • Complete supplier registration and pre-qualification across priority government procurement platforms. • Build a qualified pipeline of at least 20 government entities and government-related organizations with recurring procurement needs, identifying key decision-makers and relevant purchasing opportunities for each. • Secure two to three anchor government accounts, generate recurring monthly spend, and drive initial repeat orders. • Establish the foundational public-sector sales framework, including target account criteria, sales pitch, tender response templates, pricing and quotation guidelines, and customer onboarding processes. Ongoing Responsibilities • Own public-sector revenue targets, account growth, and retention of key government customers. • Build and maintain strong relationships with decision-makers across procurement, finance, administration, and operations. • Collaborate with Category teams to develop relevant product assortments, competitive pricing structures, and service-level agreements tailored to government procurement requirements. • Monitor public-sector tender calendars, upcoming procurement opportunities, and framework agreement renewals to ensure Noon Business is well-positioned to compete and secure new business. • Track pipeline conversion, account performance, and repeat purchasing trends to identify growth opportunities and continuously improve the public-sector sales strategy. What You'll Need • 2–6 years of experience in B2B sales, business development, government relations, or public-sector procurement. • Good understanding of UAE government procurement processes, including supplier registration, tendering, framework agreements, approval hierarchies, and payment cycles. • Established relationships with government procurement, administration, or finance stakeholders are an advantage. • Fluency in both Arabic and English, with strong written and verbal communication skills. • Willingness to spend most of the working week engaging with customers and stakeholders in the field, with the ability to work independently, take ownership, and thrive in a fast-paced, evolving environment with limited structure. • UAE National and a holder of a UAE Family Book is a must. Who will excel? We are looking only for people who operate like owners. • Bias for action: you move before others finish thinking • Commercial sharpness: strong instincts around buyer behavior, incentives, and how decisions actually get made inside institutions • Patience with process, impatience with outcomes:
