Our client is seeking an experienced Senior Procurement Specialist / Engineer to lead strategic sourcing, procurement, supplier management, and commercial activities for major industrial projects within the oil & gas, petrochemical, refinery, and power sectors. This position requires a strong background in procurement strategy, contract management, commercial negotiations, and supply chain optimization. Responsibilities • Conduct prequalification of local, regional, and international manufacturers, suppliers, and stockists. • Perform market intelligence and supplier analysis to develop reliable and cost-effective supply chains. • Develop and execute procurement strategies for medium- to high-value agreements. • Manage the full bidding process, from ITB package preparation through evaluation and contract award. • Negotiate pricing, delivery schedules, payment terms, and contractual conditions. • Establish and maintain supplier pricing databases to support budgeting, estimation, and future procurement activities. • Coordinate technical and commercial evaluations with internal stakeholders and end users. • Attend project progress, contractual, and commercial meetings, maintaining accurate records and action logs. Qualifications & Experience Education • Bachelor's Degree in Engineering, Supply Chain Management, Business Administration, or a related field. Experience • Minimum 10 years of experience in sourcing and procurement within industrial sectors such as Oil & Gas, Petrochemical, Refinery, Power, EPC, or Manufacturing. Procurement Expertise Experience purchasing: • Materials, equipment, consumables, and feed raw materials. • Liquid and powder chemicals. • Bulk materials such as pipes, fittings, power and control cables, electrical fittings, tiles, and related products. • Specialized equipment including pumps, compressors, valves, motors, firefighting systems, electrical equipment, generators, and tower lights. Contracting Experience Strong knowledge of: • Spot Purchase Orders (POs) • Lump Sum Contracts • Unit Rate Contracts • Framework Agreements • Shipping & Logistics Agreements Show more Show less
