Core Mandate The Procurement Manager directs regional commercial buying, logistics strategy, and supply chain governance across fast-paced project delivery lifecycles. This individual functions as the primary authority for tier-1 supplier relations, commercial terms negotiation, working capital structuring, and end-to-end purchasing governance. Key Responsibilities • Commercial Dealmaking & Frameworks: Structure, negotiate, and formalize trade contracts, rate agreements, and commercial agreements with international and regional vendors to capture maximum value and cash advantages. • Capital & Project Buying: Lead purchasing activities across Systems Integration (SI) programs and major site installations. Map project cash requirements, schedule phased supplier disbursements, and synchronize vendor obligations directly with client milestone billings. • Bid & Pre-Contract Advisory: Advise business development and proposal teams on RFP cost models, providing intelligence on market lead times, technical procurement pricing, and commercial exposures. • Distribution, Clearance & Site Inflow: Oversee port handling, cross-border customs processes, municipal compliance approvals, and logistics transfers to ensure materials arrive strictly aligned with on-site deployment schedules. • Vendor Ecosystem Oversight: Establish performance benchmarks, manage vendor onboarding due diligence, steer operational reviews, and resolve high-stakes vendor disputes. • Standards & Process Integrity: Ensure strict adherence to ISO guidelines and internal compliance rules, support audit exercises, and deliver regular performance tracking reports to executive management. • GCC Sourcing: Coordinate procurement execution and trade partner networks across key regional locations, including Saudi Arabia and Qatar. Target Background & Attributes • Sector Exposure: Substantial background operating within Contracting, Systems Integration (SI), Extra-Low Voltage (ELV), Construction, or similar bid-and-deliver engineering environments.
