Quantity Surveyor Civil Engineer (Infrastructure, Deep Utilities & Enabling Works)

Quantity Surveyor – Civil Engineer Specialization: Infrastructure, Deep Utilities & Enabling Works Position Overview We are seeking an experienced Quantity Surveyor – Civil Engineer with strong experience in infrastructure, deep utilities, and enabling works to join our project team. The successful candidate will be responsible for quantity surveying, cost control, measurement, valuation, subcontract management, and commercial administration throughout the project lifecycle. The ideal candidate should have solid technical knowledge of civil and infrastructure works, including roads, earthworks, drainage, sewerage, stormwater networks, water supply, irrigation, utility networks, and associated enabling works. Key Responsibilities Quantity Surveying & Measurement • Prepare and review Bills of Quantities (BOQ), quantity take-offs, and detailed measurements. • Verify quantities based on approved drawings, specifications, and site conditions. • Conduct measurements of completed works for interim payment applications. • Prepare quantity reconciliation and monitor actual quantities against BOQ quantities. • Review drawings and identify changes affecting quantities and costs. • Assist in preparing cost estimates and budgets for civil and infrastructure works. Cost Control & Commercial Management • Monitor project costs and ensure expenditure remains within the approved budget. • Prepare and maintain cost reports, forecasts, and cash flow projections. • Identify cost variances and provide recommendations for corrective actions. • Evaluate the financial impact of design changes, variations, and additional works. • Maintain accurate records of project costs, commitments, payments, and variations. Variations & Claims • Identify, evaluate, and prepare variation orders and additional work claims. • Review subcontractor and supplier claims and verify quantities and supporting documents. • Assist in preparing contractual claims, extensions of time, and other commercial submissions. • Maintain a variation and claims register and ensure timely follow-up. • Assess the commercial impact of changes in scope and site instructions. Subcontract & Supplier Management • Prepare subcontractor and supplier payment evaluations. • Review subcontractor quotations, invoices, and supporting documents. • Assist with subcontract negotiations and commercial evaluations. • Monitor subcontractor performance from a commercial perspective. • Ensure subcontract payments are aligned with actual completed works and contractual terms. Infrastructure & Civil Works The position will cover commercial and quantity surveying activities related to: • Roads and pavement works. • Earthworks, excavation, backfilling, and compaction. • Deep sewerage and stormwater drainage networks. • Water supply and irrigation networks. • Utility corridors and underground services. • Manholes, chambers, culverts, and associated structures. • Duct banks and underground utility installations. • Road kerbs, footpaths, paving, and associated works. • Site grading and level adjustments. • Temporary and permanent enabling works. • Protection, diversion, and relocation of existing utilities. Coordination • Coordinate closely with Project Managers, Construction Managers, Site Engineers, Planning, Procurement, QA/QC, and Finance teams. • Liaise with consultants, clients, subcontractors, and suppliers regarding quantities, measurements, variations, and payments. • Participate in commercial and progress meetings. • Coordinate with the site team to ensure accurate measurement and documentation of completed works. Required Qualifications • Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field. • Minimum 5–8 years of relevant experience in quantity surveying and commercial management. • Strong experience in infrastructure, deep utilities, roads, and enabling works. • Previous experience working with main contractors, infrastructure contractors, or civil construction companies is preferred. • Strong knowledge of construction contracts, BOQ, measurement, variations, and payment procedures. • Knowledge of FIDIC contracts is highly desirable. • Strong knowledge of UAE construction practices and requirements is preferred. Technical Skills • Excellent knowledge of quantity take-off and measurement. • Proficiency in Microsoft Excel and other MS Office applications. • Experience with AutoCAD for drawing review and quantity verification. • Familiarity with ERP, quantity surveying, or cost-control systems. • Ability to prepare detailed cost reports and commercial documentation. • Strong understanding of civil and infrastructure drawings and specifications.
