HR Operations Specialist – UAE 📍 Location: Dubai, UAE 💼 Employment Type: Full-Time | Permanent 🏢 Department: Human Resources About the Role We are looking for an experienced HR Operations Specialist to manage and optimise HR operations across the employee lifecycle, ensuring compliance with UAE Labour Law, company policies and HR best practices. The role will have strong ownership of payroll, employee records, onboarding and offboarding, visa and government processes, insurance administration, HR reporting and compliance. The successful candidate will work closely with the COO, providing accurate workforce insights, operational reporting and proactive risk identification to support business decisions. Key Responsibilities HR Operations • Manage day-to-day HR operations across the employee lifecycle. • Maintain accurate employee records, documentation and HR databases. • Ensure HR processes comply with UAE regulations and company policies. • Identify opportunities to improve HR processes and workflows. • Maintain strict confidentiality of employee information. Payroll • Manage accurate and timely monthly payroll processing. • Verify attendance, leave, overtime, allowances and deductions. • Coordinate with Finance on salary payments. • Reconcile payroll and resolve discrepancies. • Ensure compliance with UAE payroll and WPS requirements. Onboarding & Offboarding • Coordinate end-to-end employee onboarding and induction. • Prepare employment documentation and maintain employee files. • Manage employee exits, visa cancellations, final settlements and clearances. • Ensure complete and accurate offboarding documentation. Visa, Labour & Government Processes • Coordinate with PROs on visa and employment-related processes. • Manage visa applications, renewals, status changes, labour approvals and cancellations. • Monitor visa, labour card and other critical expiry dates. • Maintain accurate immigration and labour records. Insurance & Benefits • Coordinate employee medical insurance enrolments, renewals, amendments and cancellations. • Liaise with insurance providers and resolve employee queries. • Maintain accurate insurance records and renewal schedules. HR Reporting & Analytics • Prepare regular HR reports and management dashboards. • Analyse workforce data, payroll, turnover, leave and other HR metrics. • Monitor HR KPIs and identify trends and improvement opportunities. • Provide data-driven insights to management. Compliance & Risk Management • Ensure compliance with UAE Labour Law and internal policies. • Conduct regular audits of employee files, payroll records and HR documentation. • Proactively identify HR and operational risks. • Maintain tracking systems to ensure critical deadlines are not missed. • Escalate risks and recommend corrective actions. Strategic HR Support • Work closely with the COO on workforce planning and organisational initiatives. • Support restructuring, policy implementation and process improvement. • Provide HR data and insights to support business decisions. • Support special HR and business projects when required. Working Relationships Internal: COO, Finance, Department Heads and Employees External: Government Authorities, PRO Service Providers, Insurance Providers, Payroll Providers, Consultants and Auditors Requirements • Bachelor's degree in Human Resources, Business Administration, Management or a related field. • Minimum 5 years of HR Operations experience in the UAE. • Strong experience in UAE payroll and WPS. • Excellent knowledge of UAE Labour Law and HR compliance. • Hands-on experience with onboarding, offboarding, visas and employee documentation. • Experience managing employee medical insurance and benefits. • Strong HR reporting, analytics and data management skills. • Experience with HRIS and payroll systems. • Advanced Microsoft Excel skills. • Excellent organisational, analytical and problem-solving abilities. • Strong attention to detail and risk awareness. • Ability to manage multiple priorities and deadlines independently. • Strong communication and stakeholder management skills. • Proactive, accountable and process-driven approach.
