Position Title : Project Controls Manager Department: Project Controls Reports To: Project Controls Director Location: Kinshasa, DRC (Site based Position) Company: Infrarose Position Summary Infrarose is seeking an experienced Project Controls Manager to lead all project controls functions for a major international airport construction project. Reporting directly to the Project Controls Director, the successful candidate will be responsible for establishing, implementing, and managing project controls systems that ensure effective planning, scheduling, cost control, progress measurement, reporting, forecasting, and risk management throughout the project lifecycle. The Project Controls Manager will work closely with construction, engineering, commercial, procurement, and client teams to ensure the project is delivered safely, on schedule, within budget, and in accordance with contractual requirements. Key Responsibilities Project Planning & Scheduling • Develop, maintain, and manage the integrated master schedule using Primavera P6. • Review contractor baseline schedules and monitor compliance with contractual milestones. • Monitor schedule performance and identify critical path impacts. • Perform schedule risk analysis and recommend mitigation strategies. • Coordinate schedule updates with engineering, procurement, construction, and commercial teams. Cost Control • Develop and maintain project cost control systems. • Monitor project budgets, commitments, expenditures, and forecasts. • Prepare monthly cost reports and Estimate at Completion (EAC). • Identify cost variances and recommend corrective actions. • Support change management and variation assessment. Progress Measurement • Establish project progress measurement methodologies. • Validate physical progress achieved by contractors. • Monitor productivity and performance against project baselines. • Ensure accurate progress reporting across all disciplines. Reporting • Prepare weekly and monthly project performance reports. • Develop executive dashboards and KPIs for senior management. • Present schedule and cost performance during project review meetings. • Produce earned value analysis and performance indicators. Risk Management • Support project risk identification and quantitative analysis. • Monitor schedule and cost risks. • Track mitigation actions and risk registers. • Evaluate impacts of delays and potential claims. Stakeholder Coordination • Interface with engineering, procurement, construction, commercial, QA/QC, HSE, and client representatives. • Coordinate project controls activities across multiple contractors. • Ensure consistency of reporting across project work packages. Systems & Governance • Ensure compliance with project controls procedures and governance. • Improve reporting tools and project control processes. • Maintain project controls databases and document control interfaces. • Support implementation of digital reporting solutions and dashboards. Leadership • Lead and mentor Planning Engineers, Cost Engineers, and Project Controls Engineers. • Promote a culture of accountability, continuous improvement, and collaboration. • Support recruitment, training, and development of project controls personnel. Qualifications • Bachelor's degree in Civil Engineering, Construction Management, Project Management, Quantity Surveying, or a related engineering discipline. • Master's degree or professional certification is an advantage. Experience • Minimum 12 years of experience in Project Controls. • At least 8 years in a Project Controls Manager role on major EPC, infrastructure, or airport construction projects. • Airport construction experience is strongly preferred; however, candidates with significant experience on large-scale infrastructure, transportation, industrial, or complex building projects will also be considered. • Experience working with international contractors and multicultural project teams. Technical Skills • Expert knowledge of Primavera P6. • Strong understanding of project planning, scheduling, cost control, and earned value management. • Experience with project reporting systems and dashboards. • Advanced Microsoft Excel skills. • Familiarity with Power BI is an advantage. • Knowledge of FIDIC contracts and change management processes. • Understanding project risk management methodologies.
