Costing Engineer

Costing Engineer Department: Procurement & Contracts Reporting To: Procurement & Contracts Manager Role Purpose Provide accurate and detailed cost estimates and pricing analyses for construction, fit-out, refurbishment, and maintenance projects to support tender evaluations, commercial negotiations, and contract award recommendations. Key Responsibilities • Prepare pre-tender cost estimates, including materials, labour, equipment, overheads, and profit margins. • Review Bills of Quantities (BOQs), drawings, and technical specifications to identify quantity discrepancies, omissions, and scope gaps. • Perform quantity take-offs and detailed unit-rate analyses. • Evaluate contractor quotations against independent cost estimates and prevailing market rates. • Prepare commercial comparisons and pricing analyses to support tender evaluations and negotiations. • Analyse proposed rates for variation orders and additional works. • Assess the cost implications of alternative materials, construction methods, and technical solutions. • Maintain an updated database of market rates and historical project costs. • Coordinate with technical teams to clarify project requirements, scope details, and estimating assumptions. Qualifications & Requirements • Bachelor's degree in Civil Engineering, Quantity Surveying, or a related discipline. • 3–7 years of relevant experience in construction cost estimation, costing, or quantity surveying. • Experience in fit-out and refurbishment projects; knowledge of the Saudi construction market is preferred. • Ability to interpret engineering drawings, technical specifications, and BOQs. • Knowledge of civil, architectural, and Mechanical, Electrical & Plumbing (MEP) cost estimation. • Strong proficiency in Microsoft Excel and quantity take-off or estimating software. • Strong analytical skills, commercial awareness, attention to detail, and effective coordination skills.
