About the role

About the Project The Project is envisioned as a distinctive luxury coastal destination bringing together luxury residential communities, cultural venues, world-class marinas, curated retail, next-generation finance and business parks, and premium hotels. The project combines exceptional real estate with complex marine and waterfront infrastructure to create an integrated, high-value destination. Role Overview We are seeking an accomplished Development Director to lead and oversee the development of the project based in Muscat and dedicated to the project. The successful candidate will provide strategic and operational leadership across the full development lifecycle—from concept and master planning through feasibility, design, approvals, procurement, construction, delivery, and handover. Proven experience in marine construction and dredging, including water canals, is essential. The role requires leadership of multidisciplinary teams and the ability to navigate complex commercial, technical, regulatory, and stakeholder environments. Key Responsibilities • Lead the integrated development strategy, masterplan, phasing, and delivery roadmap, aligning the project vision with commercial objectives and investment priorities. • Direct the full development lifecycle across luxury residential, hospitality, marina, cultural, retail, business-park, and other mixed-use components. • Oversee marine and waterfront development works, including marine construction, dredging, water canals, marina infrastructure, and associated enabling works; coordinate technical interfaces across disciplines. • Lead feasibility studies, market analysis, highest-and-best-use assessments, development appraisals, investment cases, project budgets, cash flows, and financial performance reviews. • Manage design development and coordination with master planners, architects, engineers, specialist marine consultants, contractors, and project management teams. • Drive planning, permitting, and statutory approvals; maintain effective relationships with Omani government entities, regulators, utilities, investors, joint-venture partners, and other stakeholders. • Establish project governance, development controls, risk management, reporting cadence, decision frameworks, and performance measures. • Lead, coach, and manage Development Directors, Development Managers, and multidisciplinary teams; set clear accountabilities and foster cross-functional collaboration. • Oversee procurement strategy, tendering, contract strategy, commercial negotiations, change control, cost and schedule performance, quality, and risk mitigation. • Ensure delivery standards reflect the project’s luxury positioning, sustainability ambitions, customer experience, and long-term asset value. • Provide executive updates, recommendations, investment papers, and presentations to senior leadership and key stakeholders. • Manage transition, commissioning, completion, and handover to operators, asset managers, and relevant end users. Qualification & Experience • Bachelor’s degree in Real Estate Development, Architecture, Civil Engineering, or a related discipline; a Master’s degree is preferred. • 15+ years of experience in real estate development, including at least 5 years in senior development leadership. • Demonstrated experience delivering large-scale, luxury, high-value developments, including mixed-use projects or master-planned communities. • Direct, demonstrable experience in marine construction and dredging, including water canals, is mandatory. • Experience managing Development Directors and Development Managers and leading large, multidisciplinary project teams and portfolios. • Track record working in complex stakeholder environments involving investors, government entities, and joint-venture partners. Knowledge & Technical Expertise • End-to-end development lifecycle management, from concept and feasibility through construction, commissioning, and handover. • Market analysis, investment appraisal, development economics, project finance principles, and commercial evaluation. • Marine and coastal development interfaces, dredging delivery, canal construction, waterfront infrastructure, and marina-related development. • Knowledge of local regulatory frameworks, planning processes, permitting requirements, and approval pathways in Oman; GCC experience is advantageous. • Development management tools, project controls, reporting systems, and relevant digital platforms. Skills & Comptencies • Strategic leadership, commercial acumen, and sound executive judgment. • Strong negotiation, stakeholder engagement, and relationship-building skills at the highest levels. • Advanced analytical, decision-making, and problem-solving capabilities. • Executive-level communication, report writing, and presentation skills. • Ability to lead through complexity, align diverse teams, and maintain focus on delivery, quality, budget, and schedule. Language Requirement Arabic-speaking ability is mandatory. Professional proficiency in English is also required for executive communication, project documentation, and coordination with international stakeholders.
