Operations Manager – Hazardous & Industrial Waste Treatment Facility Location: Sudair Industrial City – Riyadh Position Summary The Operations Manager is responsible for leading all processing activities across high-temperature thermal destruction units, including rotary kilns and secondary combustion chambers. This position enforces strict Waste Acceptance Criteria (WAC), maintains regulatory emission compliance, optimizes chemical dosing and fuel consumption, and guarantees safe containment and destruction of hazardous, toxic, and complex industrial waste streams. Key Responsibilities Operations & Process Management • Direct operations of high-temperature incinerators, including rotary kiln, static hearth, and liquid injection systems, and ensure the required destruction and removal efficiency (DRE ≥ 99.99%). • Oversee Flue Gas Cleaning Systems (FGCS), including dry/semi-dry scrubbers, baghouse fabric filters, and activated carbon, to control acid gases, dioxins, and heavy metals. • Monitor Continuous Emission Monitoring Systems (CEMS) 24/7 to guarantee zero exceedances for SO₂, NOₓ, HCl, HF, CO, particulate matter, and TOC. • Optimize burner efficiency, fuel/gas-to-waste blending ratios, and waste feed rates based on calorific value (LHV/HHV), moisture, halogen, and ash content. Waste Acceptance, Compatibility & Material Handling • Enforce chemical compatibility protocols to prevent exothermic reactions, polymerizations, or hazardous gas evolution (H₂S, HCN, Cl₂) in storage tanks, pits, and blend bays. • Review incoming waste characterization, analytical profiles, and manifests against plant operating licenses and storage permit limits. • Manage hazardous residues, including secure collection, handling, and compliant transfer/landfilling of bottom slag and fly ash/Air Pollution Control Residues (APCR). Maintenance & Asset Integrity • Collaborate with the engineering team to plan and execute preventive, predictive, and corrective maintenance programs for optical sorters, shredders, trommels, conveyors, balers, and thermal boilers. • Minimize unplanned downtime to preserve overall equipment effectiveness (OEE) and plant availability. • Oversee critical spare parts inventory and service-level agreements (SLAs) with technology vendors. People Leadership • Lead shift supervisors, process engineers, plant operators, technicians, and sorting labor across multiple shifts. • Direct workforce training on equipment safety, hazardous waste identification, and environmental emergency response. • Serve as the primary operational liaison during regulatory audits, environmental inspections, and permit renewal reviews. • Lead incident investigations, root-cause analyses, and corrective/preventive action (CAPA) implementation. Required Qualifications & Experience Education • Bachelor’s degree in Chemical Engineering, Process Engineering, or Environmental Engineering. Experience • 7–10+ years of experience in industrial operations or solid waste processing, with at least 4–5 years in a supervisory or plant management role. Certifications • IOSH or HAZWOPER certification. • Certified hazardous waste treatment operator credentials are preferred. Technical Knowledge • In-depth knowledge of combustion stoichiometry, flue gas treatment, CEMS calibration, hazardous reaction hazards, and SCADA/DCS process automation. Show more Show less
