Job Description — HSE Manager Company: Nawras Power Company Location: Nairyah, Saudi Arabia Reports to: To be confirmed Job Purpose Lead the development and implementation of a strong Health, Safety and Environment (HSE) culture across the project. Support the Executive Managing Director (EMD)/CEO, Project Director, and discipline leaders in protecting people and the environment through effective risk management, safety awareness, and active leadership. Key Responsibilities • Support the EMD/CEO in developing, implementing, and managing the Project Company’s occupational health and safety policies, objectives, and procedures. • Collaborate with the Engineering, Procurement and Construction (EPC) contractor to implement HSE management systems and plans, including risk assessments, legal compliance, training, communications, permit-to-work processes, and safe systems of work. • Develop and implement an HSE strategy tailored to the project’s requirements, risks, and challenges. • Establish the Project Company’s emergency and crisis management programme in alignment with TAQA policies and project requirements. • Ensure the EPC contractor implements effective emergency response procedures, incident reporting, and investigation processes throughout project execution. • Monitor and assess the consistent implementation of applicable HSE requirements, management systems, and plans across the Project Company and EPC contractor. • Recommend improvements and corrective action plans to address identified gaps or deficiencies. • Track and report incidents, HSE performance, audit findings, and corrective action progress to the Project Company, owners, sponsors, and other stakeholders. • Promote HSE awareness and active participation through training and engagement with project leadership and staff. Qualifications • Bachelor’s degree in Engineering, HSE, or a related discipline. • NEBOSH International Diploma in Occupational Health and Safety, Certified Safety and Health Practitioner (CSHP), and/or an equivalent nationally recognised certification. Experience and Knowledge • At least 10 years of relevant HSE/HSSE management experience in heavy construction, operations and maintenance, energy, oil and gas, mining, or similar industries. • Experience implementing ISO 45001 and ISO 14001 management systems and/or holding a relevant auditor qualification. • ISO 22301 experience or qualification is an advantage. • Strong understanding of applicable local HSE regulations.
