Quantity Surveyor (Pre-Contract)

Role Summary The role is primarily pre-contract focused, responsible for managing estimation, cost planning, and tendering activities for construction and contracting projects. The candidate will play a key role in preparing competitive and accurate project estimates, supporting the bid process, and ensuring commercial clarity before project award. Key Responsibilities Pre-Contract (Core Focus) • Prepare detailed cost estimates and project budgets for civil and construction projects • Review drawings, BOQs, and specifications to ensure accurate pricing and scope coverage • Prepare quantity take-offs and cost breakdowns for tender submissions • Source and evaluate supplier and subcontractor quotations to ensure competitive pricing • Conduct rate analysis and cost benchmarking for materials, labor, equipment, and subcontract packages • Support the preparation and submission of technical and commercial tender documents • Participate in tender clarifications and commercial negotiations with clients when required • Identify potential commercial and technical risks and propose mitigation strategies during the tender stage • Coordinate closely with engineering, procurement, planning, and project teams during the bidding process Cost Planning & Tender Strategy • Assist in developing cost plans aligned with project scope, design development, and client budget • Review value engineering opportunities to improve cost efficiency while maintaining quality and compliance • Maintain and update cost databases, historical project data, and benchmarking tools • Support management with bid analysis, pricing strategies, and tender recommendations • Monitor market rates for materials, labor, and subcontract packages Requirements • Degree in Quantity Surveying, Civil Engineering, or related discipline • 4–7 years experience in construction / general contracting with strong pre-contract exposure • Proven experience in estimation, cost planning, and tender preparation • Strong understanding of BOQs, construction drawings, specifications, and rate analysis • Experience dealing with subcontractor and supplier quotations • Strong Excel and reporting skills • Ability to manage multiple tenders in a fast-paced environment • Knowledge of Procore or similar construction management software is a plus Show more Show less
