Estimation Manager – Construction

We are currently looking for an experienced Estimation Manager to join a leading construction organization in the UAE. The ideal candidate will have strong experience in estimation, tendering and pre-contract activities within major construction projects, with preference for candidates who have worked across infrastructure, rail, bridges, tunnelling, civil construction, high-rise, villas or industrial projects. Key Responsibilities: • Lead the preparation and management of complete tender estimates from initial review through final submission. • Review tender drawings, specifications, BOQs and other technical documentation. • Manage cost planning, quantity verification, pricing and tender analysis. • Coordinate closely with Engineering, Procurement, Planning and Commercial teams during the tendering process. • Identify tender risks, exclusions, qualifications and commercial considerations. • Lead value engineering and cost-optimization initiatives to improve tender competitiveness. • Obtain and evaluate subcontractor and supplier quotations and lead commercial negotiations. • Apply current UAE market rates, construction productivity norms and cost benchmarks. • Manage multiple tenders simultaneously while ensuring accuracy and submission timelines. • Lead and support the estimation team throughout the tendering process. Candidate Requirements: • Bachelor’s degree in Civil Engineering, Quantity Surveying or a related discipline; Master’s degree is an advantage. • Minimum 12–15 years of relevant estimation/tendering experience, preferably with major construction/main contracting companies. • Strong UAE/GCC construction experience is highly preferred. • Proven exposure to major infrastructure, rail, bridges, tunnelling, civil, high-rise or industrial projects. • Strong knowledge of UAE construction market rates, subcontractor pricing and productivity norms. • Demonstrated experience managing complete tender estimates and complex bid submissions. • Strong commercial, analytical, negotiation and stakeholder-management skills. • Proficiency in relevant estimation software and advanced Excel. • PMP certification would be an advantage.
