Civil Project Engineer

Position Overview We are seeking an experienced Project Engineer (Civil) with a strong background in construction and contracting to join our pre-construction and estimating team in Dubai. This is a critical role requiring expertise in cost estimation, quantity takeoffs, and bid preparation for civil engineering projects. The successful candidate will play a key role in project planning, cost management, and supporting business development initiatives. Location Dubai, UAE Experience Required - Minimum 4+ years in civil construction estimation & costing Employment Type - Full-time, Permanent About the Role As an Project Engineer (Civil), you will be responsible for preparing accurate cost estimates and detailed budgets for civil engineering and construction projects. Your expertise will be crucial in supporting bid preparation, project feasibility analysis, and cost control throughout project execution. This role requires strong technical knowledge, analytical skills, and the ability to work collaboratively with project teams, management, and clients. Key Responsibilities • Prepare detailed quantity take-offs (QTO) from architectural, structural, and civil engineering drawings • Develop comprehensive cost estimates for civil works including earthworks, foundations, concrete structures, and infrastructure • Analyze project scope and specifications to identify cost drivers and optimization opportunities • Research and compile material and labor rate databases for cost estimation accuracy • Prepare bid documents, tender responses, and cost proposals for clients and project competitions • Conduct value engineering studies to reduce project costs without compromising quality • Collaborate with project managers and site teams on cost tracking and budget management • Monitor actual project costs against estimates and prepare cost analysis reports • Prepare preliminary estimates for feasibility studies and project planning • Analyze contract documents and specifications for cost implications • Obtain quotations from suppliers and sub-contractors for various project components • Prepare cost breakdowns and financial schedules for projects • Support management with cost-related queries and provide recommendations for cost savings • Maintain estimation records and documentation for historical data and future reference Required Qualifications • Bachelor's degree in Civil Engineering or related engineering discipline • Minimum 4+ years of professional experience in cost estimation and quantity surveying for construction projects • Strong knowledge of civil construction methods, materials, and industry standards • Proficiency in reading and interpreting architectural, structural, and civil engineering drawings • Expert level proficiency in Microsoft Excel for cost calculations and data analysis • Experience with estimation software (Cost Estimation Software, CODA, Touchplan, or similar) • Proficiency in CAD software (AutoCAD) for drawing interpretation and measurement • Strong analytical and mathematical skills for accurate cost calculations • Excellent communication and presentation skills in English Preferred Qualifications • Professional Quantity Surveyor (PQS) or Cost Engineer certification • Experience with Building Information Modeling (BIM) and associated cost estimation tools • Knowledge of project management software (Primavera P6, MS Project) • Familiarity with UAE building codes, standards, and cost index data • Experience in different civil project types: buildings, infrastructure, roads, utilities and high rise buildings • Knowledge of sustainability and green building cost implications • Prior experience in the Middle East construction market and GCC cost structures Core Competencies • Technical Expertise: Deep knowledge of civil construction methods, materials, and cost drivers • Analytical Skills: Strong ability to analyze data, identify trends, and make data-driven recommendations • Communication: Clear and professional communication with diverse stakeholders • Time Management: Ability to meet tight deadline pressures and manage multiple estimates • Collaboration: Strong teamwork and ability to work effectively with engineering and commercial teams What We Offer • Competitive salary package (as per experience) • Comprehensive health insurance and medical benefits • Professional development and technical training opportunities • Exposure to diverse civil engineering and construction projects • Career advancement opportunities in pre-construction and estimating departments • Collaborative work environment with experienced professionals Must Have • Valid UAE Driver's License Show more Show less
