Senior Specialist (Data Analyst) - Statistics & Data Analysis

Job Purpose Deliver Enterprise Command & Control (ECC) data management, dashboards, and decision intelligence solutions for the RTA by developing data products and use cases, operating enterprise dashboards, and managing data projects in alignment with approved governance frameworks, policies, and procedures Roles and Responsibilities Strategy • Develop and enhance enterprise data products, dashboards, and use-case frameworks within the ECC and operational control centers in line with approved data-governance standards, operating procedures, and the Technology Strategy & Governance (TSG) framework. • Lead the identification, prioritization, and development of operational and strategic data use cases across transport domains (roads, public transport, traffic, mobility, safety) to enhance situational awareness and real-time decision-making. • Manage the lifecycle of ECC data products, from problem definition to dashboard design, deployment, and optimization, by leveraging big data, IoT, and operational systems. • Promote best practices in data-driven decision making, dashboard design, and analytics usage across ECC and RTA entities; ensure alignment with international best practices and stakeholder requirements. • Contribute to the evolution of RTA’s enterprise data-management and decision-intelligence frameworks, ensuring consistency across operational centers. Operations • Manage the process of integrating transport-related data from multiple operational systems (roads, mobility, traffic, public transport, operations) to support ECC dashboards and decision-support use cases. • Process, classify, and validate data within ECC platforms, ensuring data availability, quality, timeliness, and fitness for dashboarding and analytics use cases. • Produce Business Requirement Specification (BRS) document for interactive dashboards, operational monitoring views, and analytical visuals to support ECC operations, executive oversight, and transport-network planning. • Produce analytical insights, reports, and briefings derived from ECC dashboards and data products to support real-time operations, tactical decisions, and strategic planning. • Manage internal and external data requests related to ECC data products, dashboards, and use cases, ensuring compliance with RTA data governance, security, and classification standards. • Plan, manage, and report ECC data-product and analytics projects within the SDA scope (initiation, budgeting, resource planning, risk management, delivery, and closure) in line with approved policies and procedures. Product/Process Improvement • Improve data pipelines, dashboards, and analytics workflows to enhance accuracy, automation, usability, and decision impact continuously. • Implement quality-assurance processes to ensure ECC dashboards and use cases remain reliable, relevant, and aligned with operational needs. • Collaborate with technology, operations, and planning teams to evolve ECC data products based on user feedback and changing operational requirements. Qualifications • Bachelor’s/ Master’s degree in in Data Science, Statistics, Computer Science, or Engineering • Must have minimum 6+ years of experience in case of Master’s degree (8+ years in case of Bachelor’s degree) • Must have experience in data analytics, BI dashboards, and data products, including data modeling, KPI definition, visualization, deployment, and continuous improvement.
