External Job Description About POWERTECH POWERTECH is a center of excellence for propulsion technologies, specializing in the design, engineering, and manufacturing of combustion engines, expendable turbojet engines, and turbofan engines for a wide range of aerospace, defence, and autonomous applications, including fixed- and rotary-wing UAVs and other advanced platforms. Key Accountabilities • Operational Procurement Leadership: Lead and supervise all day-to-day procurement activities across assigned categories and projects. Ensure the effective execution of sourcing, bid evaluation, purchase order (PO) management, and expediting processes in line with Procurement Policy, Delegation of Authority (DoA), and governance frameworks. Manage the Buyer/Expediter teams to achieve timely, compliant, and cost-effective procurement outcomes. • Process Governance and Compliance Oversight: Enforce adherence to the procurement governance model, ensuring all activities comply with DoA, Export Control, ITAR/EAR, DGSM, and other regulatory requirements. Review sourcing documentation, bid evaluations, and POs for completeness, accuracy, and correctness prior to approval routing. Guarantee transparency, traceability, and full audit readiness for all procurement records. • Strategic-to-Operational Alignment: Translate strategic category strategies into executable operational plans. Collaborate with Strategic Procurement to ensure that supplier frameworks, contracts, and sourcing guidelines are properly implemented within operational activities. • PR–PO Workflow Supervision: Oversee the entire PR-PO process, ensuring efficient cycle times, proper approvals, and documentation. Validate Purchase Requisitions (PRs) for completeness, accuracy, and compliance with governance standards before sourcing initiation. • Supplier and Stakeholder Management: Act as the key interface between internal stakeholders and suppliers. Ensure effective communication of requirements, status updates, and risk escalations. Lead supplier performance reviews, addressing recurring issues in quality, delivery, or responsiveness. • Issue Escalation and Problem Resolution: Manage escalation of critical procurement or delivery issues, including late deliveries, supplier non-compliance, and claim disputes. Coordinate cross-functional efforts with Quality Assurance, Warehouse, and Finance to ensure swift issue resolution. • Contract Management: PUBLIC Manage E2E procurement contracts, ensure all contract comply with DOA, Export control and the required standards, like quality. • Savings and Performance reporting: Track and report cost savings, SCM performance and KPI’s results on daily, weekly and monthly basis. Experience • 8–12 years of experience in procurement, supply chain, or operations, including at least 3 years in a supervisory or managerial role • Proven experience in managing operational sourcing teams and PR–PO lifecycles • Strong background in ERP-based procurement environments (SAP, Oracle, or similar) • Familiarity with export control, DGSM, and defense procurement governance frameworks EDUCATION • Bachelor’s or Master’s degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field • Professional certifications such as CIPS Level 5–6, CPSM, or CSCP are advantageous #Powertech Show more Show less
