Project Overview: Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more. Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays. This position is designated as Single Status only Job Summary: Assistant Resident Engineer is assigned to a field construction organization in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs Contractor’s activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions. Major Responsibilities: - Responsible for field construction operations within assigned discipline or area. - Determines contractor’s workforce requirements. Coordinates established area operational plans. - Monitors work activities and ensures the quality of work performed. - Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation. - Prepares daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, and expenditures forecast. - Monitors tool usage on the site. Review Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive. - Monitors the activities of subcontractors to ensure compliance with specifications and schedules. - Responsible for the implementation of client/project policies, procedures and instructions within assigned operations. - Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management. - Performs employee reviews and identifies training and development opportunities for subordinate personnel. - Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
