Execute signature controls, petty cash checks, fraud escalation, and budget sufficiency reviews while supporting audit committees and departmental compliance responses Roles and ResponsibilitiesStrategy• Enforce financial rules, policies, and professional standards across systems and transactions to strengthen compliance.• Support the application of financial audit policies and procedures to safeguard Authority assets and ensure accountability.Operations• Implement signature controls on transactions, ensuring continuous updates to authorized signatories.• Check and reconcile petty cash and advance payments, ensuring timely accuracy and escalation of anomalies.• Verify, validate, and review financial transactions before posting into systems.• Review and approve end-of-service financial clearance documents forwarded from HR&D Department.• Ensure budget sufficiency for transactions and confirm usage in line with authorization levels.• Monitor cash in banks by reviewing bank reconciliations and related balances.• Participate in stocktaking and treasury checking committees to ensure compliance and integrity.• Prepare and issue tax returns in coordination with DOF requirements.Product/Process Improvement• Escalate identified frauds or special cases to direct manager and recommend corrective actions.• Respond to finance control department observations in coordination with other finance units, ensuring corrective implementation.• Prepare and review circulars, policies, and procedures to enhance control effectiveness.Physical Working Conditions• Primarily office-based with regular participation in audit and treasury stocktaking activities.
