Roles and ResponsibilitiesStrategyConduct comprehensive studies to identify commercial and investment opportunities suitable for public-private partnerships, ensuring alignment with the Authority’s strategic objectives and departmental investment plans.Prepare and analyze market and feasibility studies for partnership projects, recommend viable business models, and contribute to achieving the Authority’s investment and financial sustainability goals.Evaluate alternative financing scenarios and structuring mechanisms for PPP projects, identify suitable financial partners locally and internationally, and recommend the most effective solutions for project bankability.Support the preparation and implementation of strategic and operational programs for PPP initiatives in coordination with concerned departments to achieve the Authority’s long-term investment goals.OperationsFollow up on the bidding process for PPP projects, prepare technical and financial evaluations, and contribute to negotiations and contract signing in coordination with procurement, finance, and legal teams.Review commercial and investment terms in PPP tender documents to ensure compliance with approved policies, legal frameworks, and partnership regulations of the Emirate of Dubai.Monitor the implementation and performance of signed partnership contracts, track deliverables, and prepare reports on project progress, risks, and proposed corrective actions.Ensure that all PPP projects adhere to approved legislation, regulatory frameworks, and partnership governance requirements; coordinate with concerned authorities to secure necessary accreditations and approvals. Product / Process ImprovementAnalyze internal PPP operations to identify obstacles, risks, or process inefficiencies, and recommend targeted improvements to strengthen execution and achieve departmental financial objectives.Participate in developing enhanced templates, monitoring tools, and reporting systems for better evaluation and documentation of PPP project performance and financial outcomes.
