Advise management on contractual and legal matters and procurement approach; recommend awards.Contribute to the preparation, review, and updating of policies, procedures, and development plans for infrastructure contracts, and conduct awareness workshops Standardize tender and contract templates for in-house projects, draft letters of award and contracts and prepare TORs for consultancy tenders.Operations Interview and recommend Consultant Quantity Surveyor and Senior Quantity Surveyor appointments. Manage day-to-day financial management and contract administration from inception to completion. Review contract applications for infrastructure contracts to ensure completeness of requirements before contracting Study and evaluate requests for dispute resolution and suggest solutions for amicable settlements related to infrastructure contracts Prepare and evaluate tenders, produce evaluation reports, coordinate with consultants and departments. Follow up on approvals for tender analysis reports, award letters, and contracts to ensure timely processing. Review BOQs and Conditions of Contract in consultant tender documents and issue invitations and tender notices. Review and approve consultants’ IPCs, completion and final statements and prepare equivalent documents for in-house projects.Assess and validate variation valuations and claims, guide QS teams on valuation methods. Administer vendor correspondence and resolve contractual and commercial issues with stakeholders.Conduct takeover inspections at completion to confirm contractual compliance. Review bond and bank-guarantee releases with Finance to protect Authority’s rights. Coordinate with the concerned departments for infrastructure project closure after ensuring all requirements are met Product / Process ImprovementDrive cost control through value engineering and life-cycle cost analysis; implement corrective measures to stay within budgets. Enhance controls using data-driven monitoring, automation-enabled workflows, and modelbased quantity measures. Implement digital tools for tracking approvals, bank guarantees, and contract closure to improve transparency and efficiency. Bachelor's degree or Master's degree in Quantity Surveying. 6+ years of experience if holding a Master’s degree (8+ years if holding a Bachelor’s degree). Professional membership or equivalents: MRICS, FRICS, PMP (or equivalent), FIDIC, AACE CCP/CEP/EVP, RICS APC assessor. Strong knowledge of contract law, claims management, and dispute resolution.
