Job Purpose HanmiGlobal is seeking a highly qualified Risk Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will spearhead the program-wide risk management framework and mitigation strategies for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity. You will be providing program-level leadership, governance, coordination, and strategic risk oversight for all risk and opportunity management activities across the program, ensuring that risk identification, assessment, mitigation tracking, and reporting are fully integrated into planning, project controls, design, construction, and interface management to facilitate informed decision-making for PMCM Management and the Client, while supporting the successful delivery of the overall development program. Reports To Program Director Key Responsibilities - Establish and maintain the Program Risk Management Framework, Risk Management Plan, procedures, methodologies, reporting standards, and governance requirements. - Promote a proactive risk management culture and ensure consistent application of risk management practices across all program packages in alignment with program objectives and delivery strategies. - Lead structured risk identification workshops and facilitate the development and maintenance of program and package risk registers. - Identify and assess strategic, technical, commercial, financial, schedule, cost, quality, HSE, interface, stakeholder, and regulatory risks and opportunities. - Coordinate the development, implementation, and monitoring of mitigation measures, contingency plans, and response strategies while tracking risk ownership and accountability. - Integrate risk management with Planning & Scheduling, Project Controls, Commercial, Technical, Design, Interface, Quality, and HSE functions to ensure risks are proactively managed across the program. - Monitor changes in risk exposure, emerging risks, residual risks, and mitigation effectiveness, escalating critical issues that may affect cost, schedule, quality, approvals, funding, or overall program delivery. - Support qualitative and quantitative risk assessments, including schedule and cost risk analyses where required. - Prepare executive risk dashboards, risk registers, management reports, and strategic recommendations for PMCM Management and the Client. - Lead risk review meetings, workshops, lessons learned sessions, and stakeholder engagements while supporting the integration of risk management into governance and decision-making processes. - Promote opportunity management by identifying initiatives that improve cost efficiency, schedule performance, sustainability, operational readiness, and overall project outcomes. Qualifications & Experience - Bachelor's Degree in Engineering, Construction Management, Project Management, Risk Management, Quantity Surveying, Business Administration, or a related discipline. - Chartered Professional membership or equivalent professional accreditation. - Minimum fifteen (15) years of professional experience in enterprise risk management, project risk management, infrastructure delivery, urban development, or major capital projects. - Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale infrastructure and land development projects in Saudi Arabia or the GCC.
