Operations and Maintenance Performance Manager

Job Purpose : Responsible for the monitoring and reporting on the whole performance indicators and Service Level Agreements of the project : Roads Management Centre (RMC), Tunnels Control Centres, Communication network and ITS Systems. He (or She) will be leading the analysis and preparation of operational improvement strategies. Manage the monthly performance reporting of the ITS Project and the ad-hoc reporting required to support major incidents and special events within the Operations space. Principal Accountability & Responsibility : Close management of the subcontractors that are providing the SCATS and traffic engineering support for RMC and Tunnels to ensure on-road performance is optimized and aligned with the performance measures being implemented for corridor performance and incident management. Manage the production and review of the monthly performance reports for RMC, Tunnels operations and technical SLA ensuring the deadlines and quality standards are met. Coordinate ad-hoc major incident and special event reporting and lead the lessons learned and best practice assessments for such reports Lead the data and process analysis activities to develop and deliver a traffic engineering improvements plan that details SCATS traffic signal management improvements and incident and event management improvements. Manage the recording and response to customer complaints relating to the RMC and Tunnels operations, ensuring responses and actions are performed within the Service Level Agreement (SLA) timings. Lead the root cause analysis of complaints. Focal point for special event coordination with key stakeholders such as Ministry of Interior, Supreme Committee for Delivery and Legacy and the Ministry of Transports Manage the traffic response plan preparation for special events and the necessary configuration of the traffic management systems to support the response plans. Analyze the configuration and effectiveness of existing traffic management response plans and develop and deliver a program of improvements, managing traffic simulation modelling, data analysis and traffic engineering activities accordingly.

Bachelor's degree in Transportation Planning or Engineering, Computer Science or similar Minimum of 10 years’ experience in the Transportation Planning and Traffic Management space with a proven track record, ideally in the Middle East region and in the urban environment. Expertise with Traffic Modelling systems and Data Analysis tools. Experience in leading traffic studies and major event traffic management planning. Experience with delivering management level reporting and meeting contractual deadlines.

Monitor and report on the entire set of performance indicators and Service Level Agreements for the Roads Management Centre (RMC), Tunnels Control Centres, communications network and ITS systems; lead analysis and development of operational improvement strategies; manage monthly performance reporting for the ITS project and ad-hoc reports for major incidents and events; oversee subcontractors providing SCATS and traffic engineering support to ensure on-road performance aligns with corridor performance and incident management measures; produce and review monthly performance reports for RMC and Tunnels operations and SLA; coordinate ad-hoc incident and event reporting and lead lessons learned and best practices; lead data and process analysis to develop a traffic engineering improvements plan detailing SCATS signal management and incident/event management improvements; manage recording and response to customer complaints within SLA timings and perform root cause analysis; act as focal point for special event coordination with key stakeholders (Ministry of Interior, Supreme Committee for Delivery and Legacy, Ministry of Transports); manage traffic response plan preparation for special events and configuration of traffic management systems; analyze existing traffic management response plans and develop a program of improvements, overseeing traffic simulation modelling, data analysis and traffic engineering activities.
