Project Overview Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits. The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources. Job Summary This position is for a Lead Field Engineer - Elec who will provide oversight and be responsible for Field engineering activities of a varied nature relating to a portfolio of electrical systems installation project wide This position requires a full working knowledge of construction engineering practices. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, a can-do attitude, and the desire to deliver results. Successful candidate will have responsibility to provide direction to less experienced multidisciplinary Field engineers, or construction office technical or clerical personnel. This vacancy is being advertised on a provisional basis to assess candidate interest and suitability. Any subsequent appointment will be subject to project approval, business requirements, and the formal selection process Major Responsibilities • Leads the construction quality program on the project which includes quality audit and check points, FAT procedure and testing, site inspection for compliance with contract documents, approved submittals in conformance to codes and contract requirements. • Responsible for discipline based technical oversight and compliance of contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes • Responsible for coordinating across disciplines and with Engineering to provide timely and accurate information for the Construction teams • Monitor performance within the discipline of the installation contractors, project status, schedule, cost control, change management systems. From time to time, will need to work across disciplines • Lead site based technical coordination with contractors, engineers, client, and other stakeholders • Leads input to ensure continuous construction work fronts availability through review of look ahead schedules, commodity charts, resource charts, engineering deliverables, material delivery schedules and any other service requirements including contractor submittals • Ensures required permits and licenses are in place prior to the start of the specific work at site. Verifies compliance with Permit and License requirements and stipulations • Responsible for a team of Field Engineers who will be reviewing and approving the contractor's submittals, technical queries, Field change documents and other technical documents including Drawings and As-Builts • Ensure all materials and equipment on the site fully comply with international standard and technical specification requirements • Ensure the closure of project is systematic and complete in all respects • Maintains an effective relationship with other functional departments and coordinates all jobsite contractual activities • Provide guidance and technical advice to the Construction Engineers, contractors and monitor their performance • Coordinates and monitors interfaces with other contractors, lead the review meetings Education And Experience Requirements • A minimum of bachelor’s degree in Electrical Engineering • Minimum 15 years of relevant experience in large scale construction works in a contractor role, or a senior role in a Project Management Consultant / Delivery Partner Required Knowledge And Skills • Experience of performance management of contractors in relation to progress, quality and compliance· • Thorough knowledge of international standards and specification and codes as applicable (such as International Building Code, Saudi Building Code, Saudi Electrical Code and BS 7671 IET Wiring Regulations, ASME, ASHRAE etc), including various safety procedures and practices associated with construction site works· • Able to demonstrate knowledge and experience of process improvement tools such as Six Sigma program tools and methodologies is preferred· • Experience in KSA / Middle east / GCC is preferred· • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle. • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and construction engineers· • Demonstrate excellent communication skills (both verbal and written), can be the “face” of Bechtel by promoting our leadership, quality, and safety values to external partners including Client, Contractors and construction companies. • Experience working with, supervising, and administering subcontractors or client contractors. • Knowledge of safety codes, equipment requirements, production factors, standards & specifications • Knowledge of electrical requirements and safety procedures and practices associated with
