Position Overview We are seeking an experienced Assistant Procurement Manager with a strong background in the Insurance Industry to join our procurement team in Riyadh. In this role, you will take full ownership of the end-to-end procurement lifecycle—from strategic vendor sourcing and purchasing to supplier qualification and performance management. You will operate with high autonomy, working individually to establish robust vendor relationships, manage insurance-specific vendor registrations, and drive cost-effective sourcing strategies aligned with local market dynamics and regulatory standards in Saudi Arabia. Key Responsibilities Full-Cycle Purchasing & Sourcing • Execute the complete purchasing lifecycle, including requisition review, Request for Proposal/Quote (RFP/RFQ) management, negotiation, purchase order issuance, and contract administration. • Identify, evaluate, and onboard strategic vendors and service providers tailored to insurance and corporate requirements (e.g., loss adjusters, medical networks, IT infrastructure, legal counsel, and third-party administrators). • Conduct commercial negotiations on pricing, payment terms, SLAs, and contract conditions to secure optimal value without compromising quality. Vendor Management, Qualification & Registration • Direct the end-to-end vendor onboarding process, including registration, pre-qualification, financial screening, and compliance verification. • Establish and maintain a comprehensive database of qualified vendors, ensuring all commercial registrations (CR), certifications, and licenses remain up to date. • Implement vendor performance evaluation frameworks (KPIs/SLAs) and conduct periodic reviews to ensure continuous service quality and compliance. Insurance & Saudi Compliance Alignment • Leverage domain knowledge of insurance operations to align procurement practices with local regulatory standards (including SAMA / Insurance Authority guidelines where applicable). • Assess third-party vendor risks, ensuring data privacy, information security, and financial stability standards are met. • Coordinate with internal risk, compliance, and legal teams to draft, review, and finalize vendor agreements. Autonomous Operations & Stakeholder Engagement • Work independently to manage daily procurement operations with minimal supervision, taking initiative on complex sourcing tasks. • Collaborate with internal business units across the organization to understand procurement needs, define specifications, and manage expectations. • Track procurement metrics, maintain accurate records, and generate regular spend and sourcing analysis reports for senior management. Key Qualifications & Requirements Education: Bachelor’s degree in business administration, Supply Chain Management, Finance, Insurance, or a related field. Experience: 5–8 years of progressive procurement/sourcing experience, with direct experience within the Insurance or Financial Services industry in Saudi Arabia / GCC strongly preferred. Sourcing Skills: Proven track record in full-cycle purchasing, vendor qualification, price negotiation, and contract management. Regulatory Knowledge: Familiarity with insurance-related vendor landscapes, commercial registration requirements, and local financial compliance standards in KSA. Autonomy: Strong ability to work individually, prioritize tasks, and manage end-to-end procurement projects independently. Technical Proficiency: Experience with ERP/Procurement software (e.g., SAP, Oracle, Coupa) and proficiency in MS Office (Excel, Word, PowerPoint).
