We are looking to hire a Project Manager – Infrastructure who will be responsible for managing and overseeing infrastructure projects for our client based in Dubai, which is one of the largest semi-government companies in the region. This position is a contract role with an initial duration of 12 months and is renewable. We are looking for an experienced infrastructure project management professional with strong experience in infrastructure development and engineering projects. The ideal candidate will have hands-on experience managing project planning, design coordination, consultant and contractor management, technical and financial proposal evaluation, construction supervision, project budgets, timelines, and stakeholder coordination across infrastructure projects. Key responsibilities: • Support the Head of Infrastructure in developing and managing CAPEX budgets for infrastructure projects in line with business plans and strategic objectives. • Develop, implement, and review infrastructure policies, systems, processes, procedures, standards, and templates in coordination with relevant stakeholders. • Plan and execute assigned infrastructure projects, ensuring project scope, cost, schedule, quality, and delivery parameters are achieved. • Prepare terms of reference, scopes of work, and schedules for consultancy, design, and construction supervision services. • Manage project design activities, including coordination with design consultants, authorities, and relevant stakeholders. • Monitor design schedules, progress, technical requirements, and project deliverables. • Review technical and financial proposals from consultancy firms and provide technical recommendations to support decision-making. • Review infrastructure components of master planning activities, with particular focus on wet services and utility requirements. • Manage and control utility demand allocation and coordinate with authorities to facilitate design and construction NOCs. • Review contractual documents and terms and conditions to identify and mitigate risks related to infrastructure project delivery. • Review shop drawings and technical submittals relating to water, sewage, irrigation, drainage, district cooling, sewage treatment, landscaping, and other infrastructure works. • Monitor project activities to ensure delivery within approved budgets, timelines, quality standards, and agreed milestones. • Provide regular project progress updates to senior management covering milestones, budgets, schedules, risks, and key issues. • Ensure infrastructure projects comply with internal and external policies, HSE requirements, and applicable ISO standards. • Identify project risks and ensure appropriate mitigation actions are implemented within committed timelines. • Build and maintain effective relationships with government authorities, consultants, contractors, clients, vendors, and other external stakeholders. • Lead and manage project teams, consultants, contractors, and other stakeholders to ensure project objectives and milestones are achieved. Knowledge, skills & experience: • Bachelor’s degree in Civil Engineering, Infrastructure Engineering, or a related discipline. • 8–10 years of experience in engineering related to infrastructure projects, preferably within a project management environment. • Strong knowledge and hands-on experience in infrastructure development and project management. • PMP certification is preferred. • Strong understanding of technical plans, drawings, schematics, and infrastructure design principles. • Experience coordinating with government authorities and facilitating infrastructure-related NOCs. • Strong knowledge of infrastructure services including water, sewage, irrigation, drainage, district cooling, sewage treatment, and related infrastructure works. • Strong stakeholder management and interpersonal skills, with the ability to manage large and diverse project teams. • Excellent English communication skills; Arabic will be advantageous.
