Program Manager

Responsibilities • Participate in the planning and formulation of design alternatives and solutions for the construction project. • Work closely with project sponsor, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives. • Manage program and project teams for optimal return on investment, and coordinate and delegate cross project initiatives. • Identify key requirements for cross-functional teams and external vendors. • Develop and manage budget for projects and be accountable for delivering against established business goals/objectives. • Work with other program managers to identify risks and opportunities across multiple projects within the department. • Analyze, evaluate, and overcome program risks, and produce program reports for managers and stakeholders. • Communicate with the Client’s representatives continuously regarding Project Progress and areas of concerns. • Develop and administer project budgets and fiscal controls, contracts, and quality control provisions. • Direct work sequencing to expedite projects delivery and to minimize disruption of ongoing operations. • Ensure that projects operations are in compliance with design specifications and with client requirements. • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill. • Perform other duties as assigned by the line manager/supervisor. Qualifications • Bachelor degree in engineering from an accredited university. • Minimum 20 years’ experience in managing large-scale infrastructure programs consist of multiple projects. • Experience of major government and/or semi-government program and projects implementations. • Extensive Experience in the construction management of water and wastewater works. • Experience of implementing a zero accident philosophy. • A record of engagement with government entities / utility providers. • Excellent verbal and written communication skills. • Experience of working internationally.
