Technical Project Manager — Unified Data Platform Program (Dedicated) Location: Dubai, UAE (on-site) 6+ Months extendable contract Seniority Level: Manager Role Purpose Own day-to-day technical delivery planning and execution for the UDP build — translating program-level objectives set by the Engagement Director into sprint/release plans, coordinating engineering and architecture teams, tracking technical risk, and ensuring DDA compliance checkpoints are embedded in the delivery cadence. Key Responsibilities • Delivery planning & execution — work breakdown structures, sprint/release planning (Agile/Scrum/SAFe), resource scheduling, and dependency management across workstreams. • Technical coordination — day-to-day liaison with data architects and engineers on lake house design (e.g., Dremio/Databricks), ETL/ELT pipeline build, and integration with upstream/downstream source systems. • DDA compliance tracking — maintains a working checklist of data classification, security, and interoperability requirements; ensures evidence is captured for each compliance checkpoint and flags gaps to the Engagement Director. • Risk & issue management — owns and maintains the working-level RAID log; escalates program-impacting risks upward. • Stakeholder coordination — primary technical point of contact for client IT/data teams, security/compliance counterparts, and any subcontractor/vendor delivery teams. • Reporting — produces sprint/status reports and steering-committee-ready delivery dashboards. • Quality control — coordinates testing/UAT cycles, defect triage, and resolution tracking. • Change management support — coordinates with OCM/training workstreams to align technical release timing with user adoption activities. Required Experience & Qualifications • Bachelor's degree in Computer Science, Engineering, Information Systems, or related field. • 8–12 years total experience, including 5+ years as a technical project/delivery manager on data platform, cloud, or analytics programs. • Hands-on working knowledge of data lakehouse architectures (Databricks, Dremio, Snowflake) and major cloud platforms (Azure/AWS/GCP), plus data integration/ETL tooling. • Practical experience running Agile delivery (Scrum, SAFe); PMP, PRINCE2, or Certified ScrumMaster (CSM) preferred. • Familiarity with UAE government digital compliance frameworks (DDA/Dubai Pulse, data classification tiers) is highly desirable, though can be built up on the job with Engagement Director support. • Strong cross-functional coordination and stakeholder communication skills; comfortable operating between technical teams and client governance stakeholders. • English fluency mandatory; Arabic a plus. • UAE market availability preferred.
