Job Description The purpose of the role is to be responsible for pre-award and post-award contracts management activities in the cluster. Responsibilities Core Responsibilities: • Liaise with cluster’s stakeholders in the development of yearly procurement plans and ensure compliance with procurement policies and procedures. • Prepare cluster’s Request for Expression of Interest and/or Pre-qualification, evaluation of unpriced commercial aspects of the technical bid and the Bidders Lists. • Examine scope of work and other information provided by cluster’s end users and/or consultants for completeness and consistency. • Prepare comprehensive cluster’s ITT packages using standard forms and coordinate issuance to approved bidders. • Attend cluster’s pre-tender meetings, arrange site visits with bidders, prepare recommendation for award and Letter of Award and handle the correspondence during the bidding period with the necessary input from end users, where required. • Negotiate cluster’s contract terms and conditions, handle the administrative activities (bank guarantees, insurances, invoices, etc.) and maintain records (contract logs and contract files) conforming agreed changes to the ITT package. • Review and evaluate variations and claims, prepare recommendations for corporate procurement approval and prepare contract amendments, as required. • Perform cluster’s close-out of contractual matters upon completion. • Manage the expectations of cluster’s End User in timely processing of tender requests through constant and pro-active engagement. • Implement cluster’s procurement initiatives and cost-effective solutions by devising appropriate tender strategies. Qualifications Educational and Technical Qualifications: Bachelor’s Degree in Procurement, Quantity Surveying, Business Administration or a related field. Master's degree is a plus Language Skills: High level of proficiency in English; working knowledge of Arabic is highly desirable. Years of Experience: A minimum of 6-8 years of experience in a similar role Nature of Experience: • Experience in pre-award and post-award contract management. • Good knowledge of procurement regulations and industry standards • Ability to understand strategic issues and hold an overall perspective of the organization. • Strong negotiation and relationship management skills. • Strong analytical and research skills. • Strong interpersonal skills and the ability to collaborate effectively with individuals at all levels of the organization.
