China State Construction middle East (CSCEC ME) is recruiting a Project Manager to lead and deliver high-impact Municipality projects. Responsibilities • Manage the complete execution of microtunneling, trenchless technology, and underground utility works. • Plan and monitor project activities, resources, manpower, equipment, materials, and construction schedules. • Lead construction teams and coordinate with engineers, subcontractors, suppliers, consultants, and authorities. • Ensure works are executed in accordance with approved drawings, method statements, specifications, and project requirements. • Coordinate DM/NDRC approvals, NOCs, permits, inspections, and authority requirements. • Oversee microtunneling operations, including shaft construction, jacking operations, pipe installation, launch/reception shafts, and associated utility works. • Monitor project progress, productivity, costs, and overall performance against approved targets. • Ensure compliance with project HSE, QA/QC, environmental, and Dubai Municipality requirements. • Review and resolve technical and construction issues in coordination with the design and technical teams. • Manage subcontractors and ensure timely completion of their assigned works. • Attend progress meetings and provide regular project updates to senior management and the client/consultant. • Identify project risks, delays, and constraints and implement appropriate mitigation measures. • Coordinate with commercial and procurement teams regarding variations, subcontractors, materials, and project costs. • Ensure proper project documentation, reporting, records, and handover requirements are maintained. Qualifications & Experience • Bachelor’s Degree in Civil Engineering or a related engineering discipline. • 18–20+ years of relevant experience, preferably in the UAE/GCC construction industry. • Proven experience as a Project Manager on microtunneling, trenchless, underground utilities, sewerage, drainage, or infrastructure projects. • Strong experience with microtunneling and pipe-jacking works is essential. • Experience with Dubai Municipality projects and NDRC/authority requirements will be highly preferred.
