To manage end-to-end procurement activities for construction and infrastructure projects, ensuring compliant, competitive, and timely sourcing of works, goods, and services in alignment with project budgets, and the organization's governance framework. Procurement Planning & Execution • Develop procurement plans aligned with project programs; issue RFIs, RFQs, and RFPs; evaluate bids and prepare detailed bid evaluations; negotiate commercial terms (contracting); raise purchase orders and work closely with the contract manager until handed over. Compliance & Governance • Ensure all procurement activities comply with the Delegation of Authority (DoA), internal procurement policies, and applicable UAE regulations; prepare stage-gate submissions and obtain required approvals; maintain complete audit-ready procurement files. Reporting & Stakeholder Coordination • Provide regular procurement status reports to the Senior/Head of Project Procurement; liaise closely with the Project Development and Finance teams to align procurement timelines with project programs and CAPEX budgets. Educational Qualifications • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, Procurement & Supply Chain, or a closely related discipline. Master's degree is an advantage. Professional Qualifications • MCIPS (Chartered Institute of Procurement & Supply) – full or working towards membership.
