The HSE Manager is responsible for developing, implementing, and continuously improving the organization’s Health, Safety, and Environmental (HSE) management systems. The role ensures compliance with local regulatory requirements and international standards while fostering a strong safety-first culture across complex operational environments. Key Responsibilities • Develop, implement, and maintain HSE management systems in line with ISO 45001 and ISO 14001 standards. • Lead the company’s HSE strategy, objectives, and continuous improvement programs across projects and operations. • Ensure compliance with local regulatory authorities (including ADOSH), client HSE requirements, and international best practices. • Oversee hazard identification, risk assessments, method statements, and implementation of effective control measures. • Lead incident investigations, root cause analysis, corrective actions, and preventive measures. • Manage internal and external audits, inspections, and assessments, acting as Lead Auditor when required. • Monitor HSE KPIs, trends, and performance metrics; prepare detailed reports for senior leadership. • Provide expert advice to management on HSE risks, legal obligations, and emerging issues. • Develop and deliver HSE training, toolbox talks, and leadership engagement programs. • Lead emergency preparedness, response planning, and crisis management drills. • Manage and mentor the HSE team, ensuring competency development and high performance. • Promote a proactive, sustainable HSE culture across all levels of the organization. Requirements • Master’s or Bachelor’s Degree in Engineering or a related discipline. • Minimum 15 years of total HSE experience, with at least 5 years in a managerial or leadership role. • Mandatory experience/background in one or more of the following sectors: • Major Construction projects • Power and Energy sector • Oil and Gas industry • Proven experience managing HSE requirements for large-scale, high-risk, multi-disciplinary projects. • Strong knowledge of UAE HSE regulations and international best practices. • Demonstrated ability to lead teams and influence senior stakeholders. • Excellent analytical, reporting, and communication skills. • Willingness to travel to project and operational sites as required. Qualifications and Certications: • NEBOSH International General Certificate (IGC). • Level 6 or Level 7 qualification in Occupational Safety and Health. • ISO 45001 Lead Auditor Certification. • ISO 14001 Lead Auditor Certification. • ADOSH-SF Senior Practitioner Certification. • CMIOSH and CSP certifications preferred.
