Role Summary Uptime Institute Professional Services is seeking an experienced Principal Consultant – Digital Transformation & Strategy to join its IT Advisory & Digital Transformation practice. The role will lead and support complex digital transformation and digital economy strategy engagements for government entities, public-sector organizations and large enterprises, helping clients define digital economy strategies, operating models, priority initiatives and actionable transformation roadmaps. The successful candidate will combine strong strategy consulting, technology, analytical and stakeholder-management capabilities, with particular experience in government transformation and digital economy development. The role will work closely with specialists across digital infrastructure, cloud, data centers, AI, resilience, and financial and commercial advisory. Key Responsibilities • Lead digital transformation and digital economy strategy engagements, including current-state and maturity assessments, target-state vision, strategic priorities and multi-year roadmaps. • Advise government and public-sector clients on digital government, digital economy development, citizen and business services, shared digital platforms, cloud, data, AI and emerging technologies. • Define target operating models, governance structures, decision rights, transformation offices, KPIs and organizational capabilities required to support transformation. • Translate economic, business, government and policy objectives into practical digital capabilities, technology requirements and prioritized initiatives. • Assess digital economy opportunities and enabling factors, including ecosystem development, private-sector participation, investment attraction and relevant policy/regulatory considerations. • Develop and assess strategic business cases, investment priorities, implementation dependencies, risks and benefits in collaboration with financial and technical specialists. • Lead executive interviews, discovery sessions and workshops, and communicate recommendations effectively to senior government, business and technology stakeholders. • Lead analysis and advisory workstreams, including research, benchmarking, maturity assessments and synthesis of findings, and develop high-quality client reports, executive presentations, strategies and implementation roadmaps. • Support proposal development, solution shaping and business-development activities for Digital Transformation and IT Advisory engagements. Experience & Qualifications • Bachelor's degree in Engineering, IT, Computer Science, Business, Management or a related discipline; postgraduate qualification is preferred. • 10–15+ years of relevant experience in digital transformation, digital economy strategy, technology strategy, management consulting or IT advisory. • At least 5+ years of experience in a consulting or advisory role, preferably with a recognized consulting firm. • Strong experience delivering digital transformation and/or digital economy strategy engagements for government or public-sector organizations, preferably in the Middle East/GCC or broader MENA region. • Demonstrated ability to perform structured analysis, benchmarking, maturity assessments and strategic assessments, and translate findings into clear, actionable recommendations. • Strong experience developing client-facing reports, executive presentations, strategy documents, business cases and transformation roadmaps. • Proven experience leading client workstreams, facilitating workshops and engaging with senior executives, CIOs, CTOs and government stakeholders. Key Skills & Competencies • Arabic fluency and experience working in Arabic-speaking markets. • Strong expertise in digital transformation, digital government and digital economy strategy, including national strategies, smart cities and public-sector transformation. • Strong understanding of digital economy ecosystems, including government enablement, private-sector participation, policy and regulation, PPPs and investment attraction. • Good knowledge of cloud, digital platforms, data, AI, and digital infrastructure. • Strong strategic analysis, structured problem solving, and business-case development skills. • Strong client-facing consulting skills, including executive communication, workshop facilitation, and stakeholder management. • Strong report writing, PowerPoint, and executive presentation skills.
