Job Title: Procurement Lead KBR is growing its Project Management Consultancy (PMC) team for an exciting, high profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in Client or Contractors Office in Abu Dhabi. Job Purpose The Procurement Lead is responsible for managing and executing all procurement activities for ADNOC Offshore projects, ensuring the timely acquisition of materials, equipment, and services required for project execution. The role provides leadership in sourcing, tendering, contract administration, vendor management, expediting, and procurement strategy while ensuring compliance with ADNOC procurement policies, project requirements, budget constraints, and delivery schedules. The Procurement Lead serves as the focal point between project teams, vendors, contractors, and stakeholders to ensure procurement packages are delivered in accordance with project milestones and operational objectives. Key Responsibilities Procurement Management • Lead all procurement activities for offshore EPC, FEED, brownfield, and greenfield projects. • Develop and implement project procurement strategies aligned with project execution plans. • Prepare and manage Procurement Plans, Procurement Status Reports, and Procurement Schedules. • Ensure procurement activities are executed in compliance with ADNOC procurement procedures, governance requirements, and approved project budgets. • Coordinate procurement activities from requisition through purchase order award and delivery. Strategic Sourcing & Tendering • Lead sourcing strategies for critical equipment, bulk materials, and long-lead items. • Prepare and issue Requests for Quotation (RFQs), Invitations to Tender (ITTs), and Requests for Proposal (RFPs). • Evaluate supplier capabilities, commercial offers, and technical compliance. • Coordinate technical bid evaluations with engineering and project teams. • Lead commercial negotiations and recommendation of contract awards. Contract & Vendor Management • Manage supplier and contractor relationships throughout the project lifecycle. • Negotiate commercial terms and conditions to achieve optimal value. • Monitor supplier performance against contractual obligations. • Resolve procurement and contractual disputes. • Participate in supplier qualification, audits, and performance reviews. Material Management & Expediting • Monitor procurement schedules and manufacturing progress. • Coordinate expediting activities to ensure timely delivery of materials and equipment. • Track long-lead items and identify potential supply chain risks. • Coordinate logistics, shipping, customs clearance, and offshore delivery requirements. • Ensure procurement deliverables support project schedule requirements. Cost Control & Commercial Management • Ensure procurement activities are performed within approved budgets. • Analyze procurement costs and identify savings opportunities. • Assist in project cost forecasting and commitment tracking. • Support change order evaluations and commercial assessments. • Contribute to value engineering and cost optimization initiatives. Supply Chain Risk Management • Identify procurement and supply chain risks. • Develop mitigation strategies for supplier, manufacturing, transportation, and delivery risks. • Monitor market conditions impacting procurement activities. • Ensure contingency plans are established for critical equipment and services. Project Coordination • Work closely with Engineering, Construction, Project Controls, Logistics, QA/QC, and HSE teams. • Participate in project reviews, progress meetings, and management reporting. • Support project execution teams in resolving procurement-related challenges. • Ensure alignment between procurement milestones and overall project schedule. Team Leadership • Lead procurement engineers, buyers, expeditors, and procurement specialists. • Establish procurement objectives, KPIs, and performance measures. • Mentor and develop procurement personnel. • Promote a culture of collaboration, accountability, and continuous improvement. Minimum Qualifications • Bachelor's Degree in Engineering • Master's Degree or MBA is an advantage. Preferred Certifications • CIPS Level 5/6 (Chartered Institute of Procurement & Supply) • PMP (Project Management Professional) • APICS CSCP (Certified Supply Chain Professional) • MCIPS Certification • Certified Professional in Supply Management (CPSM) Experience Requirements • Minimum 15 years of procurement experience in the Oil & Gas, EPC, or Energy sector. • At least 5 years in a Procurement Lead or Senior Procurement role. • Proven experience managing procurement activities for offshore oil and gas projects. • Strong exposure to EPC, FEED, and brownfield modification projects. • Experience with ADNOC Group projects or major international operators is highly preferred. • Experience managing procurement packages exceeding USD 50–100 million is advantageous.
