Job Purpose The Portfolio Project Delivery Manager is responsible for leading the successful delivery of a portfolio of strategic telecommunications projects across network, ICT, digital, and enterprise domains. The role ensures projects are delivered safely, on time, within budget, and in accordance with business objectives, governance standards, and customer expectations. This position provides leadership to Project Managers and cross-functional delivery teams, driving portfolio governance, resource optimization, risk management, stakeholder engagement, and continuous improvement while ensuring alignment with the organization's strategic priorities. Key Responsibilities • Portfolio Strategy & Governance - Develop and execute portfolio delivery strategies aligned with the organization's business objectives and transformation roadmap. - Prioritize and govern multiple concurrent telecommunications projects across fixed, mobile, enterprise, ICT, and infrastructure domains. - Ensure compliance with project governance frameworks, stage gates, and internal approval processes. - Monitor portfolio performance and recommend corrective actions where required. • Project Delivery Management - Oversee the complete project lifecycle from initiation through planning, execution, monitoring, commissioning, and closure. - Ensure projects are delivered within approved scope, schedule, budget, and quality objectives. - Drive successful implementation of network expansion, modernization, system integration, ICT infrastructure, and digital transformation initiatives. - Manage project interdependencies and resolve delivery issues proactively. • Leadership & Resource Management - Lead, mentor, and develop a team of Project Managers, Project Coordinators, and delivery professionals. - Optimize resource allocation across multiple projects and business priorities. - Foster a high-performance, collaborative, and customer-focused project delivery culture. • Stakeholder Management - Build strong relationships with internal business units, engineering, operations, commercial teams, vendors, and customers. - Act as the senior escalation point for project-related issues. - Present portfolio status, risks, financial performance, and strategic recommendations to executive management. • Financial & Commercial Management - Manage portfolio budgets, project financials, forecasts, and cost controls. - Monitor CAPEX and OPEX expenditure to ensure financial targets are achieved. - Support vendor evaluation, contract management, procurement activities, and commercial negotiations. • Risk, Compliance & Quality - Identify delivery risks, dependencies, and operational challenges, implementing effective mitigation plans. - Ensure compliance with telecommunications regulations, internal governance, security standards, and health & safety requirements. - Promote continuous improvement, lessons learned, and quality assurance across all projects. • Reporting & Performance Management - Develop executive dashboards and portfolio performance reports. - Track KPIs, project health, milestones, financial performance, and resource utilization. - Maintain complete project documentation and ensure audit readiness throughout the project lifecycle. Qualifications - Bachelor's degree in Telecommunications Engineering, Information Technology, Computer Science, Electrical Engineering, or a related discipline. - Master's degree is considered an advantage. Professional Certifications (MUST) - PMP (Project Management Professional) – Mandatory. - PRINCE2 Practitioner, PMI-ACP, PgMP, or equivalent Project Management certification is highly desirable. - ITIL Foundation, Agile, Scrum, or SAFe certifications are considered an advantage. Experience - Minimum 10 years of project management experience within the Telecommunications industry. - Minimum 5 years managing complex portfolios of large-scale telecommunications or ICT projects. - Proven experience delivering Mobile, Fixed Network, Fiber, Core Network, Transmission, Data Centre, Cloud, Enterprise ICT, Digital Transformation, or Systems Integration projects. - Strong experience managing cross-functional teams, external vendors, and multiple stakeholders. - Demonstrated success delivering multi-million-dollar CAPEX projects within agreed timelines and budgets.
