JOB PURPOSE The Senior Project Manager is responsible for leading the execution of medium-to-large-scale technology projects within the Electronic Government Authority (EGA), ensuring delivery within defined scope, schedule, cost, and quality parameters. The role requires effective coordination of cross-functional teams, vendors, and partners, and proactive identification and mitigation of delivery risks. The Senior Project Manager works in close collaboration with Engagement Managers, who serve as the primary interface with government departments, to ensure that project delivery aligns with stakeholder expectations and strategic goals. This role also contributes to the continuous improvement of project delivery practices by providing structured feedback to the EPMO and supporting the maturity of delivery capabilities within the organization. CORE RESPONSIBILITIES: Project Leadership and Delivery • Lead the full lifecycle of medium-to-large-scale technology projects, from initiation through closure, ensuring alignment with EGA’s digital priorities and departmental needs. • Define project scope, objectives, deliverables, and success metrics in collaboration with internal teams, departments, and third-party partners. • Apply appropriate delivery methodologies (Agile, Waterfall, or hybrid) and enforce discipline around project controls, reporting, and change management. • Develop and maintain detailed project plans, resource allocations, and schedules, adjusting dynamically to changes in scope or constraints. • Ensure project execution is aligned with EGA governance, security, procurement, and service delivery standards. • Monitor and report on project performance, proactively managing risks, dependencies, and cross-functional handoffs. • Work closely with the EPMO to ensure projects are delivered within the required framework and contribute lessons learned to improve delivery maturity. Stakeholder and Communication Engagement • Collaborate closely with Engagement Managers to ensure stakeholder expectations, priorities, and feedback are accurately translated into delivery plans and execution activities. • Support Engagement Managers in preparing delivery updates and progress reports for departmental stakeholders, providing input on milestones, risks, and dependencies. • Act as the primary delivery liaison for internal teams and vendors while ensuring that communications with departments are coordinated through or in alignment with the assigned Engagement Manager. • Participate in stakeholder workshops, review sessions, and change control discussions alongside the Engagement Manager to maintain alignment and transparency. • Maintain clear, consistent communication across all delivery stakeholders, ensuring that expectations are managed and issues are escalated appropriately through the defined governance channels. Vendor and Partner Management • Manage external vendors and solution providers involved in project delivery, ensuring contractual obligations, timelines, and quality expectations are met. • Act as the primary liaison between EGA and third-party partners throughout the project lifecycle, facilitating smooth communication and issue resolution. • Monitor vendor performance against SLAs and key deliverables, escalating concerns and managing corrective actions where required. • Coordinate vendor activities with internal technical teams to ensure proper integration, sequencing, and alignment with overall project milestones. • Contribute to vendor selection and onboarding processes by validating scope clarity, delivery timelines, and risk factors during project initiation. • Ensure all vendor-related documentation, reporting, and compliance requirements are maintained in alignment with procurement and audit policies. Governance and Risk Management • Ensure project execution complies with established governance frameworks, delivery standards, and reporting requirements as defined by the EPMO. • Identify, monitor, and manage project risks, issues, and dependencies, escalating critical matters through formal governance channels and, where applicable, in coordination with the Engagement Manager. • Provide timely and accurate project status reporting, including progress, risks, mitigations, and variances, aligning with both EPMO reporting formats and departmental stakeholder needs. • Participate in steering committees, project reviews, and quality assurance sessions, representing the delivery dimension and supporting the Engagement Manager in broader stakeholder discussions. • Support audits, quality checks, and compliance activities by maintaining thorough documentation and ensuring transparency in decision-making and execution. Project Closure and Transition • Lead the planning and execution of structured project closure activities, ensuring all contractual, financial, and technical requirements are fulfilled. • Coordinate the transition of project deliverables to operations, ensuring ownership, support mechanisms, and documentation are in place. • Facilitate post-implementation reviews to evaluate project outcomes, delivery performance, and lessons learned. • Work with the Engagement Manager to communicate closure outcomes and key learnings to departmental stakeholders and identify follow-up needs or potential areas for future project collaboration. • Document closure insights and contribute to the EPMO’s project knowledge base to improve delivery methodologies and practices across the organization. QUALIFICATIONS, EXPERIENCE, & SKILLS: Skills and Experiences: Educational and Professional Qualifications • Bachelor’s Degree in Computer Science, Engineering, Information Systems, or a related field (Master’s degree preferred) • PMP Certification or equivalent strongly desired • PMI-ACP or Certified Scrum Professional (CSP) preferred; SAFe certification (e.g., SAFe Agilist) is an advantage • Additional certifications in risk management, Agile delivery, or IT governance (e.g., ITIL, COBIT, MoP) are beneficial Experience • Minimum 7 years of progressive experience in managing technology projects, including digital services, infrastructure, or enterprise applications • Demonstrated experience delivering projects using Agile, traditional, or hybrid methodologies in multi-vendor or matrixed environments • Proven ability to manage departmental or externally facing stakeholders through structured interfaces (e.g., Engagement Managers or account leads) • Track record of delivering successful outcomes within defined constraints of scope, time, cost, and quality • Experience managing third-party delivery partners, coordinating internal teams, and supporting structured reporting processes to executive stakeholders • Familiarity with enterprise platforms and government service ecosystems (e.g., SAP S/4 HANA, SAP BTP, cloud infrastructure, citizen-facing platforms) Language Requirements: • English (written and spoken): Essential • Arabic (written and spoken): Preferred
