Department Governance and Strategic DirectionProvides strategic leadership and governance for the Risk Management and Accident Investigation Department, ensuring alignment with the Authority’s objectives, regulatory obligations, and international aviation standards.2. Accident Investigation OversightOversees the governance, conduct, and quality assurance of aviation accident and incident investigations, ensuring independence, consistency, and compliance with approved investigation frameworks and regulatory requirements.3. Enterprise Aviation Risk ManagementDirects the development, implementation, and maintenance of integrated aviation risk management frameworks, methodologies, and assessment processes supporting proactive risk identification, evaluation, and mitigation.4. Risk Analysis, Reporting, and Executive AssuranceOversees enterprise-level aviation risk analysis, scenario assessment, and reporting, ensuring the provision of accurate, timely, and actionable risk insights to executive management and relevant stakeholders.5. Business Continuity and Crisis PreparednessEnsures the establishment, testing, and continuous improvement of aviation-related business continuity, emergency preparedness, and crisis management frameworks in coordination with internal and external stakeholders.6. Regulatory Frameworks and Policy DevelopmentOversees the development, review, and implementation of policies, manuals, and regulatory instruments related to accident investigation, risk management, and continuity planning.7. Investigation Outcomes and Preventive RecommendationsEnsures investigation outcomes, findings, and safety or security recommendations are validated, communicated, and monitored to support continuous improvement and risk reduction.8. Stakeholder and Inter-Agency CoordinationLeads high-level coordination with national and international aviation authorities, security entities, and relevant stakeholders on matters related to investigations, risk management, and aviation resilience.9. Other Duties:Performs other job-related duties as assigned, consistent with the operational and regulatory oversight responsibilities of the Department. Managerial: 1. Department Strategy and PlanningLead development and execution of the Department’s operational plan, ensuring alignment with sector priorities, governance frameworks, and performance expectations.2. People Leadership and Capability DevelopmentLead, coach, and develop office staff, setting clear performance expectations, promoting accountability, and supporting capability development in coordination with HR and sector leadership.3. Performance and Quality DisciplineEnsure structured performance monitoring, reporting accuracy, and adherence to quality assurance and governance standards across all office activities.4. Resource and Budget CoordinationCoordinate preparation and follow-up of office-related resource and budget requirements in alignment with sector priorities and institutional financial governance processes.5. Stakeholder and Cross-Unit CoordinationMaintain structured working relationships with sector directors, department heads, and internal governance functions to ensure integration, alignment, and reliable execution of sector governance requirements.6. Governance Culture and Continuous ImprovementPromote a culture of governance discipline, documentation integrity, process consistency, and continuous improvement across office operations and sector coordination activities. Qualifications Academic Qualifications:Bachelor’s degree in Aviation Safety, Risk Management, Engineering, Aviation Management, Security Studies, Law, or a related discipline.Master’s degree in a relevant field is an advantage.Bachelor’s Degree in aviation science, Engineering, accident investigation, risk management, business continuity, or aviation oversight or equivalentPostgraduate qualification in accident investigation, risk management, business continuity, or aviation oversight is an advantage Certifications:ICAO Accident Investigation Certification or equivalent recognized qualificationAviation Ri
Academic Qualifications: Bachelor’s degree in Aviation Safety, Risk Management, Engineering, Aviation Management, Security Studies, Law, or a related discipline. Master’s degree in a relevant field is an advantage. Postgraduate qualification in accident investigation, risk management, business continuity, or aviation oversight is an advantage. Certifications: ICAO Accident Investigation Certification or equivalent recognized qualification.
Department governance and strategic direction; oversee aviation accident and incident investigations with independence and regulatory compliance; direct development and maintenance of integrated aviation risk management frameworks; enterprise risk analysis, scenario assessment, and reporting to executive management; establish and test business continuity and crisis management frameworks; develop and implement regulatory policies related to accident investigation, risk management, and continuity planning; ensure investigation outcomes and safety recommendations are validated and monitored; lead stakeholder and inter-agency coordination; perform other duties as assigned; lead department strategy, planning, and performance; people leadership and capability development; ensure budget and resource coordination; maintain governance culture and continuous improvement across operations.
