Ensure cost efficiency, sustainability, and compliance with global standards, while mobilizing cross-functional teams to deliver safe, resilient, and world-class infrastructure aligned with RTA’s vision.Lead and manage the maintenance and operational performance of Dubai’s Road network assets includes all preventive, corrective, routine, and emergency maintenance ensuring strategic safety alignment, and integration of emerging technologies for reliability and service quality.Roles and ResponsibilitiesStrategyDevelop and implement departmental strategic plans, KPIs, and budgets, aligning lifecycle management with DGEP, ISO, QHSE, RTA’s vision and Emirate growth requirements.Champion Bridge Management Maintenance System (BMMS) and next generation analytics initiatives, optimizing lifecycle cost, revenue, and user experience.Supervise the development of maintenance strategies by identifying key objectives and initiatives to achieve targets, based on current and expected performance, and within the specifications.Support integration of smart technologies, artificial intelligence and sustainable materials in alignment with long-term RTA vision.Review the annual budgets for the department assets based on available resources and set priorities between sections and various asset types.OperationsDirect preventive and corrective maintenance of Dubai’s roads, structures, lighting, signs, and related assets, ensuring contractor compliance with safety, quality, and schedule targets.Oversee tenders, contract renewals, vendor performance, and budget utilization; conduct site visits to monitor contractors’ performance and submit periodic reports to the CEO.Coordinate with Dubai Municipality, DEWA, police, and developers to integrate projects, collect damage costs, and fulfil stakeholder requirements.Ensure compliance with RTA regulations, HSE standards, and applicable engineering codes during execution.Manage budgets for procurement and quality assurance activities in alignment with department needs, ensuring cost efficiency.Product / Process ImprovementReview and update policies, manuals, and legislation; benchmark globally to cut costs and elevate service quality.Analyze KPI dashboards, accident data, and inspection reports; implement corrective actions and real-time reporting for executive decisions.Drive adoption and implementation of smart technologies and data analytics in maintenance workflows to improve efficiency and reduce costs.Identify improvement areas in work procedures, inspection activities, and team coordination to boost operational effectiveness.Physical Working ConditionsConduct regular site inspections and audits across Dubai’s Road network in outdoor, live-traffic, including emergency or after-hours inspections when required.Participate in field reviews, audits, or incidents to ensure structural integrity and safety.
