Job Summary : The Senior Mechanical Engineer is a senior field-leadership role responsible for overseeing the end-to-end delivery of real estate development projects across the Dubai portfolio. Operating as the primary on-the-ground representative of the Project Head of Department, the incumbent drives day-to-day project execution, coordinates multidisciplinary teams, manages contractor and consultant performance, and ensures all projects are delivered on time, within budget, and to the required quality standards.This role serves as a critical interface between the Dubai project operations and the company's head office functions — including Planning, Commercial, Legal, and Finance — ensuring the consistent application of company standards, governance frameworks, and strategic priorities across all active and pipeline projects in the UAE. Key Roles & Responsibilities : Project Delivery & Operations • Lead and oversee day-to-day project operations across all active Dubai developments, ensuring delivery milestones are met in accordance with the approved master program. • Monitor overall project health — schedule, cost, quality, and HSE — and take proactive corrective action where deviations are identified. • Coordinate the activities of multi-disciplinary teams including planning, commercial, design, and construction, ensuring alignment and effective information flow. • Review and validate project schedules, lookahead programs, and progress reports prepared by the Project Planner, ensuring accuracy and reliability before escalation. • Conduct regular site inspections and progress meetings to assess work quality, contractor performance, and adherence to approved drawings and specifications. • Manage project handover processes from construction completion through snagging, DLP administration, and final close-out. Contractor & Consultant Management • Act as the primary point of contact for main contractors, subcontractors, consultants, and specialist vendors across Dubai projects. • Oversee the performance of contractors against contractual obligations — scope, programme, quality, and HSE requirements — and issue formal notices where performance is deficient. • Chair or co-chair weekly and monthly project progress meetings; ensure minutes of meetings (MoM) and action logs are issued and followed up in a timely manner. • Review contractor submissions including method statements, inspection and test plans (ITPs), material submittals, shop drawings, and RFIs; coordinate review and approval with design consultants. • Support the evaluation of Extension of Time (EOT) claims and variation orders (VOs) in conjunction with the Planner and Cost QS, providing on-site context and technical input. Commercial & Contract Administration • Monitor project budgets and expenditure in coordination with the Cost & Quantity Surveyor; flag cost risks and recommend mitigation measures to the Head of Department. • Review and endorse contractor interim payment applications, ensuring alignment with certified progress and contract entitlement prior to submission for approval. • Coordinate with the commercial team on procurement activities for subcontracted works, ensuring timely award and mobilization in line with the project program. • Ensure all contractual communications are properly documented, issued within required timeframes, and maintained in the project DMS. • Administer project contracts (FIDIC, NEC, or bespoke forms as applicable) in coordination with the Head of Department and legal team. Stakeholder & Authority Coordination • Liaise with Dubai government authorities, regulatory bodies, and utilities (including DDA, Dubai Municipality, DEWA, Trakhees, and other relevant entities) to ensure all permits, NOCs, and approvals are obtained on schedule. • Maintain strong relationships with end-clients, investors, and project financiers as required; prepare and present project status updates and executive briefings. • Represent the company professionally in all external meetings, negotiations, and site-related engagements within the Dubai jurisdiction. • Coordinate with local authorities on health, safety, and environmental compliance, ensuring all statutory obligations are fulfilled. Reporting & Governance • Prepare and submit comprehensive weekly and monthly project status reports to the Project Head of Department, covering program performance, cost status, quality observations, risks, and key decisions required. • Maintain the Dubai project risk register, identifying emerging risks and tracking the effectiveness of mitigation measures. • Ensure project records, correspondence, and documentation are maintained in accordance with the company's Document Management System (DMS) protocols. • Support internal and external project audits, due diligence exercises, and lessons-learned reviews. • Uphold and enforce compliance with company governance policies, approval thresholds, and HSE standards across all Dubai operations. Technical Design & Engineering • Enforce Strict Compliance: Author, review, and approve critical technical specifications, engineering datasheets, and calculation packages to comply with global industry standards (e.g., ASME, ASTM, ISO, ASHRAE, API) and UAE regulations. Qualifications and Certifications : • Bachelor's degree in Mechanical Engineering. • PMP certification (PMI), PRINCE2, or equivalent professional project management qualification is a must. • Authorized and certified to work in the UAE. Work Experience : • Minimum 8–10 years of progressive experience in project management within the real estate development or construction sector, with at least 2 years in a managerial role. • Proven track record of delivering mixed-scale projects in the UAE, ideally with direct experience in the Dubai market and familiarity with Dubai regulatory authorities from the client side. • Strong understanding of construction contracts (FIDIC Silver/Gold/Red Book, NEC, or bespoke UAE forms) and contract administration principles. • Working knowledge of project scheduling (Primavera P6 / MS Project / JIRA) and cost management principles sufficient to critically review outputs from specialist team members • Experience interfacing with Dubai government authorities (Dubai Municipality, DDA, DEWA, Trakhees, etc.) for permitting and regulatory compliance. • Proficiency in Microsoft Office Suite; familiarity with document management platforms (Aconex, Procore, or equivalent) is an advantage, and ERP systems.
