Job Title: HR Business Partner (HRBP) – Contracting Division

Location: Dubai, UAE

Reporting to: Group HR Director

Salary: AED 20,000 – AED 25,000 per month + Standard UAE Benefits

About the Role & Division

Seeking a commercially-minded HR Business Partner to oversee the human resources strategy and operations across the Contracting Division, which manages a diverse portfolio of multi-entity contracting and engineering businesses in UAE.

In this role, you will embed deeply within multiple business units, acting as the principal strategic and operational HR partner to division heads. You will oversee a multi-tiered workforce comprising corporate (white-collar) executives, engineering specialists, and large-scale project-based (blue-collar) site teams. The ideal candidate will balance high-volume operational compliance with strategic workforce planning to support business profitability and project delivery.

Key Responsibilities

• Strategic Business Partnering: Align human capital initiatives directly with project pipelines, commercial timelines, and localized operational metrics across multiple contracting companies.

• Workforce Planning & Mobilization: Partner with project managers and talent acquisition teams to execute precise headcount forecasting, enabling rapid mobilization and demobilization of site personnel in accordance with project timelines.

• Employee Relations & Welfare: Direct employee relations for a vast, matrixed workforce. Oversee compliance regarding labor accommodation standards, site safety welfare, and blue-collar grievance frameworks.

• Compliance & UAE Labor Law: Ensure absolute adherence to the UAE Labor Law, Ministry of Human Resources and Emiratisation (MOHRE) regulations, quota demands, visa allocations, and corporate immigration policies.

• Performance & Talent Pipeline: Administer performance evaluation frameworks, manage retention risks within high-demand engineering/project roles, and build localized succession plans.

• HR Data & Optimization: Evaluate manpower utilization, turnover trends, and structural HR costs to advise executive management on operational optimizations within the division.

Requirements & Qualifications

• Experience: Minimum 5–8 years of progressive HRBP experience, within a large-scale construction, civil contracting, or heavy engineering group in the UAE.

• Industry Acumen: Proven background managing complex human resource challenges across multiple concurrent commercial entities or industrial subsidiaries.

• Legal Expertise: Expert, up-to-date knowledge of UAE Labor Law and MOHRE procedural frameworks.

• Stakeholder Management: Exceptional interpersonal and negotiation skills, capable of influencing both corporate executive directors and construction site managers.

• Education: Bachelor’s degree in HR Management, Business Administration, or related fields. Professional HR accreditations (e.g., CIPD, SHRM) are highly preferred.
