## Description

‏⁦Job Purpose

Lead and manage quantity surveying, cost estimation, contracts, and claims across projects, ensuring the accuracy of quantities, cost estimates, payment certificates, and pricing. Review contracts, claims, and variations to protect the interests of the company and client from risks and unjustified costs, while ensuring compliance with budgets and contractual requirements.

Qualifications & Experience

Qualifications:

• Bachelor’s degree in Civil Engineering or a related engineering discipline.

Experience:

• 10–12 years of professional experience.

• Strong expertise in quantity surveying, cost management, contract administration, and claims management.

• Experience in engineering consultancy firms and multidisciplinary construction projects is preferred.

• Relevant professional certifications are preferred.

• The applicant must be a Saudi national.

Skills

• Expertise in quantity surveying, cost management, contracts, and claims.

• Ability to analyze engineering drawings, specifications, and Bills of Quantities (BOQ).

• Strong knowledge of contract terms, variation orders, and extension of time (EOT) claims.

• Proficiency in cost analysis, budget control, and financial reporting.

• Strong negotiation and dispute resolution skills.

• Proficiency in quantity surveying and project management software.

• Leadership skills and ability to review team deliverables.

• High attention to detail and ability to manage multiple projects under tight deadlines.

Key Duties & Responsibilities

• Supervise the preparation and review of Bills of Quantities (BOQs) across all project disciplines.

• Review quantity take-offs and payment certificates to ensure accuracy and compliance with drawings and specifications.

• Prepare and review preliminary and final project cost estimates.

• Review tender documents, specifications, and commercial and contractual terms.

• Participate in preparing and reviewing project contracts and variation orders.

• Analyze financial and time-related claims and provide technical and contractual recommendations.

• Review contractor and consultant payment certificates to verify entitlement for completed works.

• Monitor changes in project scope and assess their impact on costs and contractual schedules.

• Prepare periodic reports on contracts, costs, claims, and variations.

• Coordinate with project managers, engineering teams, procurement, finance, and legal departments.

• Monitor contractual obligations, deadlines, and required notices.

• Supervise team performance, review deliverables, and develop the skills of quantity surveying and contracts staff.
