Manager – Construction (Infrastructure)

Department: Development

Reporting To: Sr. Manager – Project

Position Overview

The Manager – Construction (Infrastructure) will lead the delivery of infrastructure works for large-scale master-planned developments, ensuring projects are completed safely, on schedule, within budget, and in compliance with Dubai authority requirements.

The ideal candidate will have strong experience managing roads, wet utilities, dry utilities, public realm, and external infrastructure works for mixed-use, residential villa, apartment, and multi-phase developments in Dubai.

Mandatory Requirements

Education

• Bachelor's Degree in Civil Engineering

Experience

• Minimum 7 years of relevant construction experience

• Proven infrastructure construction management experience in Dubai

• Experience delivering:

• Master-planned communities

• Residential villa developments

• Apartment developments

• Mixed-use developments

• Multi-phase projects

Authority Experience

Strong working knowledge of:

• RTA approvals

• Dubai Municipality (DM)

• Dubai Development Authority (DDA)

• Utility providers and NOC processes

• Inspection and authority handover procedures

Key Responsibilities

Construction Delivery

• Manage end-to-end infrastructure construction activities.

• Ensure compliance with approved drawings, specifications, budgets, and schedules.

• Monitor contractor performance, quality, safety, and productivity.

• Conduct regular site inspections and progress reviews.

Infrastructure Scope

• Roads and highways

• Wet utilities

• Sewer

• Stormwater

• Irrigation

• Potable water

• Dry utilities

• Electrical

• Telecom

• Street lighting

• Public realm and landscape infrastructure

Stakeholder Management

• Coordinate with:

• Consultants

• Contractors

• Utility authorities

• Internal development teams

• Government authorities

Contract & Commercial Management

• Review:

• Progress valuations

• Variation orders (VOs)

• Contractor claims

• Extension of time requests

• Payment certifications

• Experience with FIDIC contracts preferred.

QA/QC & Compliance

• Review:

• Method statements

• Material approvals

• Inspection Test Plans (ITP)

• QA/QC documentation

• Close-out documentation

• Ensure compliance with authority and company standards.

Testing & Handover

• Oversee:

• Testing & commissioning

• Snagging

• As-built documentation

• O&M Manuals

• Authority sign-offs

• Final handover
