## Description

Company Description Al-Ruwais Contracting Company is a key contributor to Saudi Arabia’s Vision 2030 infrastructure transformation, focusing on complex and high-impact projects across the Kingdom. Since its establishment in 2015, the company has grown to a workforce of over 2,500 professionals specializing in high-security and mission-critical infrastructure. Its project portfolio includes border crossings, military airbases, sports facilities, and major municipal developments delivered with precision, on time, and in line with stringent safety standards. Al-Ruwais serves leading government entities such as Riyadh Municipality, the Ministry of Sports, Border Management Authority, and defense sector organizations, offering opportunities to work on strategic national initiatives.

About the role

Most projects don’t fail on site. They fail through late invoices, unpriced change orders, claims nobody documented in time and cash flow that doesn’t match the schedule. By the time the delay shows on site, the money problem is months old.

As Projects Director, you will take full ownership of all our contracting and rehabilitation projects, both current and new. You will lead our project managers from contract award through execution, handover and close-out, and you will be accountable for each project’s technical, financial and contractual results. Your first task is to assess where every running project really stands and put a clear recovery plan in place where it’s needed.

Responsibilities

Project leadership and execution

• Assess the actual technical, financial and contractual position of running projects, including progress, commitments and risks, and set a clear plan to recover delays

• Build a unified management plan for all projects with clear priorities, needs, responsibilities and deadlines

• Lead project managers, review their reports and performance, and run regular site visits and follow-up meetings

• Manage mobilization of new projects after award: contract and scope review, budgets, schedules, site handover and readiness to start

• Follow up on execution, material and drawing approvals, procurement plans and subcontractor performance, and ensure compliance with specifications, quality, safety and contract requirements

• Allocate manpower, equipment and materials efficiently across projects

• Manage relationships with clients and consultants, represent the company in project meetings and close out handovers, snag lists, warranties and final accounts

Financial and contractual

• Review each project’s budget and cost to complete, and track spending, commitments and margin so deviations are caught early

• Prepare cash flow forecasts and funding needs with Finance, linked to procurement, execution and collection dates

• Follow up on progress invoices and collections, and resolve overdue amounts, deductions and penalties

• Review technical and commercial offers from suppliers and subcontractors and recommend selections with Procurement

• Manage change orders, claims and extensions of time, and document delays and correspondence on time

• Work with the technical office and estimation team to assess new projects, execution requirements, risks and costs before bidding

Authority and coordination

• Direct project managers and approve plans and requirements within the approved delegation of authority

• Coordinate with Finance, Procurement, HR, the technical office and Operations to secure what each project needs

• Report regularly to senior management on progress, profitability, collections, risks and decisions needed, and escalate early

Qualifications

• Bachelor’s degree in Civil, Electrical or Mechanical Engineering, or a related field

• 10+ years in project management, including at least 5 years leading project managers across multiple concurrent sites

• Proven experience managing contracting and rehabilitation projects in Saudi Arabia

• Hands-on experience with budgets, cash flow, contracts, progress invoices, claims, project mobilization and recovering delayed projects

• Advanced Excel and planning tools such as Primavera P6 or Microsoft Project, plus ERP systems, cost reports and KPI dashboards

• Fluent Arabic and English

• Willingness to travel between project sites

• PMP certification preferred

What success looks like

• Progress targets and handover dates met, and new projects mobilized on plan

• Target margins achieved, costs under control, and faster invoicing and collection with fewer overdue amounts

• Quality, safety and client satisfaction targets met, with fewer penalties and observations

• Stronger project manager performance, better use of resources, accurate reporting and fast recovery and close-out of delayed projects
