Project Overview

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.

This position is designated as Single Status only

Job Summary

Site-based in Ras Al Khair, Saudi Arabia, supporting active construction across multiple project areas.

Major Responsibilities

• Lead civil and structural field engineering activities in accordance with approved drawings, specifications, client requirements, and applicable standards.

• Provide technical oversight for earthworks, grading, excavation, piling, foundations, reinforced concrete, structural steel, underground utilities, roads, drainage, and marine or waterfront works.

• Review technical submittals, shop drawings, FCDs, RFIs/TQs, method statements, inspection and test plans, material requests, and construction work packages.

• Resolve complex field issues and manage interfaces across Engineering, Construction, Quality, Procurement, Commissioning, Operations, 3rd Parties and the Customer

• Coordinate interfaces across Civil, Structural, Mechanical, Electrical, I&C, Construction, Quality, Procurement, Commissioning, and client teams.

• Support constructability reviews, work packaging, risk assessments, field change control, sequencing, schedule recovery, testing, punch-list closure, and turnover.

• Provide constructability reviews for design at the various life cycle stages, 30/60/90% etc.

• Carry out Quality Surveillance Inspections, including the production of reports for dissemination and follow up on closures

• Monitor contractor execution and drive compliance with ESH, quality, contractual, and project requirements.

• Mentor field engineering personnel and promote accountability, collaboration, lessons learned, and continuous improvement.

• Knowledge of 3rd Party testing on civils materials.

• Knowledge of plant operations in respect to Concrete and Asphalt.

Education And Experience Requirements

• Bachelor's degree in Civil Engineering or a related discipline.

• 8-10 years of field engineering experience or 12-14 years of experience in the construction of heavy civils infrastructure and industrial facilities.

• Progressive civil field engineering experience on major industrial, infrastructure, roads, utilities, water, marine, or heavy construction projects, including senior or lead responsibility

• Strong construction knowledge of earthworks, foundations, reinforced concrete, structural steel, underground services, roads, and drainage systems

• Experience managing multidisciplinary interfaces and translating engineering requirements into practical field execution solutions

• Experience supporting inspections, testing, quality records, completion, turnover, and project closeout.

• Working knowledge of applicable ACI, ASTM, AISC, AASHTO, Saudi Building Code, Royal Commission standards, and project specifications. Proficiency with relevant tools such as Oracle Unifier, Primavera P6, Microsoft Project, Navisworks, BIM/model review, Power BI, and Microsoft 365
