At Jacobs, we push the limits of what is possible to make the world smarter and more connected. We are seeking an Electrical & ICT Commissioning Engineer – Water Assets to join our team at NEOM and provide contractual leadership across a major programme.

About The Opportunity

The role bridges the gap between active construction and final plants energization for NEOM's water infrastructure. This combined role ensures all electrical infrastructure, heavy instrumentation, and digital telemetry systems are constructed to NEOM standards before leading functional testing, loop checks, and asset handovers to ENOWA.

Key Responsibilities

• Conduct QA/QC inspections for all electrical and ICT installations to ensure compliance with IFC drawings and project specifications.

• Inspect and audit electrical/ICT installations including cable trays, cabling systems, switchboards, instrumentation, and related infrastructure.

• Review and approve technical documentation such as material submittals, ITPs, method statements, and factory test certificates against project requirements.

• Manage non-conformance processes, including issuing, monitoring, and closing NCRs for electrical and ICT works.

• Witness, verify, and sign off electrical testing and commissioning activities to ensure safe and compliant system operation.

• Supervise energization and commissioning of low- and medium-voltage equipment, including switchgear, MCCs, and VFDs.

• Ensure site safety compliance by enforcing safety procedures and managing Lock-Out/Tag-Out (LOTO) requirements.

• Oversee instrumentation, controls, and automation testing, including calibration verification, loop checks, telemetry, PLC, and SCADA testing.

• Manage digital infrastructure commissioning, including testing and validation of the project's digital backbone systems.

• Lead project closeout and handover activities, including punch list management, review of handover documents, and validation of as-built documentation.

Here's what you'll need

• Bachelor’s degree in Electrical, Automation, or Instrumentation Engineering.

• 10+ years of combined experience in Electrical QA/QC inspection and Electrical Testing & Commissioning within industrial or infrastructure assets.

• Working knowledge of the Saudi Building Code (SBC), MEWA guidelines, and relevant international standards

• Role is site based.
